HomeMy WebLinkAboutD-1368-98 Council Order of BusinessOrdinance No D- 1368-98 /~5 xl ~x~c4~ AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA AMENDING CHAPTER 3, ARTICLE 1, SECTION 3-18 AND SECTION 3-19(c) OF THE CARMEL CITY CODE WHEREAS, the Common Council of the City of Carmel (the "City") has the authority to amend the Carmel City Code; and WHEREAS, the Common Council of City of Carmel, desires to amend Chapter 3, Article 1, Sections 3- 18 and 3-19(c) of the Cannel City Code to clarify its practice of permitting Common Council members, the Clerk-Treasurer and the Mayor the opportunity to make comments and observations during the Common Council's regularly scheduled meetings, NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, THAT: 1. Chapter 3, Article 1, Section 3-18, of the Carmel City Code is hereby amended to read as follows: "Sec. 3-18 Order of Business. Action on Mayoral Vetoes. Claims. Committee Reports a. Council Committee reports b. Carmel Utility Department reports c. Carmel/Clay Board of Parks and Recreation reports d. All reports designated by the Chair to qualify for placement under this category. Old Business. Public Bucinosc. New Business. ' Other Business. Announcements. Execution of Documents Adjournment." Chapter 3, Article 1, Section 3-19(c) of the Carmel City Code is hereby amended to read as follows: "(c) Any citizen or other interested party who wishes to address the Common Council shall be given an opportunity to do so during any regularly scheduled meeting of the Common Council. In order to be recognized by the presiding officer, any person wishing to make an address must complete a Request to Address Council Card ("Request") and submit same to the Clerk-Treasurer, or his/her deputy, prior to the beginning of the meeting at which the citizen wishes to speak. The Request shall include the person' s name, address, city, state, zip code, telephone number and the name of the organization, if any, that the person is representing. The Request shall also include the topic about which the person wishes to speak. At the beginning of the meeting, the Clerk-Treasurer, or his/her deputy, shall present all Requests to the presiding officer. At the appropriate time in the Common Council's Order of Business, each such person may address the Common Council, for a t.~,.Ti~4 ~f time not to cne~_ five (5) minutc~ e~h, on the topic designated in his/her Request, except that persons may not so address the Common Co eil on topics in which a Public Heating has been or will be held as a separate agenda item at that meeting of the Common Council. If more than one Request is made, the presiding officer may call the Requests in any order, but should give preference to Requests in the following order: 1. A resident of the City of Carmel, Indiana. 2. A resident of Clay Township, Indiana. 3. A representative of any organization or business entity located in Clay Township, Indiana. 4. Any other person." 3. All prior Ordinances or parts thereof which are inconsistent with any provision of this Ordinance are hereby repealed· 4. This Ordinance shall be in full force and effect from and after the date of its passage and signing by the Mayor and publication in accordance with applicable law.
