HomeMy WebLinkAboutD-1357-98 Add Approp/CFD Ordinance No. D -/~'7- ~' ADDITIONAL APPROPRIATION ORDINANCE AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, PROVIDING FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND POLICE DEPARTMENT LINE ITEM 632 - COMPUTER EQUIPMENT WHEREAS, the Common Council of the City of Carmel (the "City") by and through its Police Department, maintains public safety within the corporate limits of the City; and WHEREAS, traffic control is one means by which public health, safety, and welfare are protected; and WHEREAS, computer systems installed in police cars ("Computers") are a valuable contribution to traffic control as well as to officer safety and accountability; and WHEREAS, the Carmel Police Department can install Computers in its road vehicles for an estimated cost to the City of One Hundred Seventeen Thousand Dollars ($117,000.00); and WHEREAS, the 1998 budget for the City does not include monies for the Computers; and WHEREAS, the Clerk-Treasurer has determined that the deduction from the City' s General Fund, as set forth below, will leave in the City' s General Fund a sufficient remaining cash balance. Fogarty In-Car Computer ProjeCt As you are aware, the Carmel Police Department has been awarded a State grant in the amount of $300,000 to acquire a mobile data computer system (copy attached). This grant is 100% State funded, not requiring any local matching funds. Enclosed is a pricing list for the entire system which will support 50 mobile units. The total proposed system cost is $416,658.86, requiring additional funding in the amount of $116,658.86. I am requesting a special appropriation in the amount of $117,000 to fund the complete project. To be able to acquire the entire system, with the cost to the City just over $110,000, is a unique opportunity. With the approval of this request, ! believe the system could be installed and functional in approximately four months. In addition to the benefits of the in-car computer as a crime fighting tool, the system has an ongoing cost savings aspect. It is estimated that the computer will result in a time savings of upwards of one hour each work day for the patrol officer during a tour of duty. This will enable road officers to spend that time saved in a more productive manner of patrol, responding to additional calls for service, traffic enforcement or other related service efforts. Based on a savings of one hour per day per officer during a 40 hour work week, the combined savings of 45 patrol officers is 225 hours per week. This equates to an annual time savings equivalent to the work of five additional police officers. Presently, all requests for information regarding vehicle registration, driver's license information, wanted and stolen information must be sent via radio transmission to dispatchers in the Comm. Center who then make electronic inquiry, wait for a response, and transmit the information back to the officer on the street. Again, the in-car computer system does not require any time, effort or attention of the dispatcher, resulting in additional work time available to respond to calls for service and related work efforts. There is a considerable cost savings possible to the Comm. Center in that another communications console and personnel to staff it within the next several years should not be needed. This savings is projected to be $164,228 in equipment and personnel. it is important to keep in mind that in future years monies must be budgeted for the operation and maintenance of the system. At this time I project those costs to be approximately $30,000 annually.
