AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
AMENDING ORDINANCE D-1314-97, AS AMENDED, TO ADD THE ASSISTANT CITY
ENGINEER POSITION WITHIN THE DEPARTMENT OF ENGINEERING
WHEREAS, the Common Council enacted Ordinance D-1314-97 on or about July 28, 1997,
as subsequently amended, (the "Ordinance"); and
WHEREAS, the Ordinance establishes the salaries for appointed officers and employees of
the City of Carmel for the year 1998; and
WHEREAS, the Ordinance does not provide for the employee position of Assistant City
Engineer within the Department of Engineering; and
WHEREAS, the position of Assistant City Engineer should be added as a position within the
Department of Engineering for the year 1998.
NOW, THEREFORE, BE IT ORDAINED BY THE Common Council of the City of Carmel,
Indiana as follows:
1. Ordinance D-1314-97, as amended, is hereby further amended to include the following:

Assistant City Engineer
$1,500.00
The remainder of Ordinance D-13 14-97, as amended, shall continue to be in full force and effect from
its date of passage.
2. All prior Ordinances or parts thereof inconsistent with any provision of this Ordinance are
hereby repealed.
3. This Ordinance shall be in full force and effect from and after its passage, execution by the
Mayor, and publication in accordance with law.

After careful review, I have concluded that the Engineering Department's needs will best be met
by the creation of an Assistant City Engineer job position and the elimination of the Engineer' s Aide II
job position which has been vacant since 1996. To accomplish this goal, the Ordinances I have submitted
for your consideration allow my Department to hire one degreed engineer into an "Assistant City
Engineer" job position and a transfer from the MVH Fund of a sum sufficient to cover the difference
between the budgeted salary for the vacant Engineer' s Aide II job position and the proposed salary for the
Assistant City Engineer job position. Despite these changes, my Department's 1998 budget is still less
than it was during the prior Administration. This is true despite the fact that my Department is providing
a much higher degree of project review and supervision than it provided in the past.
I believe that the above actions are necessary because the Engineer's Aide II job position
contemplates an individual who performs general recordkeeping and provides backup on the
administrative duties of my Department. These responsibilities are currently being performed by my
Assistant Director, Dick Hill. The Assistant City Engineer position, on the other hand, contemplates an
individual who would provide management support services and assist me in the daily operations of my
Department. As you know, my responsibilities have increased dramatically as a result of the City' s many
infrastructure and capital improvement projects. The addition of an Assistant City Engineer would
increase my Department's ability to timely and fully accomplish its obligations as regards these projects.
My research into current salaries associated with degreed engineers such as those the City will seek to fill
the Assistant City Engineer job position indicates that the local median annual salaries for such persons is
approximately $37,000.00. In order to ensure that my Department is able to hire the most qualified
applicant, I have allowed for a maximum salary of $39,000.00 for the Assistant City Engineer job
position. The Engineer's Aide II position carries a maximum salary of $25,700.00. My appropriation
request therefore covers the difference between the budgeted Engineer's Aide II salary and the proposed
salary for an Assistant City Engineer.
For all of the above reasons, I respectfully request that the two Ordinances now before you be
approved. I have attached to this memorandum my correspondence with Human Resources Director
Barbara Lamb, which further supports the above changes. I am always available to discuss any questions
you may have regarding this request.

Assistant Engineer Position
I have reviewed the existing descriptions this department had on file for the two positions, Assistant Director and Engineer' s
Aide II. Prior to my coming to the City, Dick Hill was promoted to the Assistant Director's position from the Engineer's Aide
position. He has since been performing a blend of the two positions' previously described responsibilities. Additionally, during
the year 1997, I was asked to remove the salary of the Engineer's Aide II position, which I have added back in to the 1998
budget.
However, as we discussed, it has become apparent that the type of position that I will need to fill will perform functions more
extensive than that of the Engineer's Aide II. Therefore, I have asked for your assistance in writing the job description that I will
advertise as soon as possible.
In addition, I will need your assistance in the process of removing this "Engineer' s Aide H" from the Salary Ordinance, and
adding this new position, which should be called "Assistant City Engineer". I will need to discuss the increase in the salary
increase, which by business standards, for a new hire out of college at this level of responsibility and experience, should be in
the range of $32,000 to $35,000. Please let me know how specific I need to get and what type of justification you think I will
need to provide the council for asking for this adjustment. I will have to do an appropriation for this increase, as I do not have
enough in the current budget. Thank you in advance for your help!
Basic Duty:
Provide support services in a management capaci as may be required by the City Engineer (Director) to assist in the
general day to day operations of the Department 0~Engineermg.
ReQuirements:
Good management, supervisory, technical, organizational and communication skills
Computer skills re uired include:
1. Essential to be e~cient with hydrologic and/or hydraulic technical programs
2. Essential to be efficient with basic word processing and spreadsheet software
3. Helpful to be efficient with database software
4. Helprid to possess the ability to'learn new programs or software
Knowledge of, or ability to learn Cannel City Codes, Ordinances and Subdivision Regulations
Experience in or knowled e of the technical elements of residential, commercial, and construction/public works
projects; including the abi~i to review site plans, grading, drainage, streets and utility plans for compliance with city
approved methods and stanaYa~ds.
Must be able to work effectively with others, maintain a professional appearance and exhibit appropriate behavior in
dealing with the public
Job Functions:
· Provide direct assistance to the Director/City Engineer by tracking daily operations and needs of the Engineering
Department
· Maintain and coordinate project inspections, assist with work orders and information for the inspector to facilitate
inspections as necessary
· Prepare regular departmental meeting needs .(agendas, minutes, review notes, etc.), attend and/or schedule review
meetings necessary for the department, coordination with Cannel Utilities, and the Technical Advisory Committee
· Represent the Engineering Department at internal meetings with other city departments and occasionally, for the
Director at external meetings where requested
· Assist the Assistant Director in the preparation of materials for BPW by drafting letters and researching information
needed for BPW requests/recommendations
· Manage the de artments record and receipt of plans for new developments and specific project issues (whcj'e direct
involvement o~PDirector is not necessary)
· Respond to phone and/or in-person inquide~ffom public, developers, builders, realtors, and internal city department
questions/needs
· Be able to locate record drawings and information requested by the public
· Create and maintain tables and schedules for department staff operations as listed above (i.e. inspection tal. Its,
projects to review for TAG meetings)
· Understand City Ordinances which relate to this department and assist in enforcement and explanations te !l~e public
· Assist the Assistant Director in various permit and bond issues
· Understand and follow instructions given by. the Director of the Engineering Department, the Mayor, mc:~ ~. ,',rs of the
Board of Public Works and the City Councfi.
