OffOrdinance No. D- 1342-97 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CHAPTER 2, ARTICLE 3, DIVISION V, SECTION 2-81 OF THE CARMEL CITY CODE WHEREAS, the Carmel Police Department has budgeted funds for the 1998 fiscal year for the payment of Master Police Officer CMPO") pay; and WHEREAS, an MPO is entitled to receive a base pay of up to $1,479.92 bi-weekly. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: That Chapter 2, Article 3, Division V, Section 2-81 (c), under the heading for Police, is hereby amended to include the following: "Effective January 1,' 1998, an officer who has met established criteria and has been deemed eligible by the Chief of Police, and approved by the BPW for the Master Patrol Officer position, shall receive a base pay of up to $1,479.92 bi-weekly." All prior Ordinances or parts thereof inconsistent with any provision of the Ordinance are hereby repealed. 3. PERSONAL SERVICES: 1. I am requesting that the rank of "Master Patrol Officer' be created. This position would allow officers who have completed ten (10) years of service with C.P.D. to be eligible for promotion to this new rank. This rank would not be achieved by a competitive promotional process as the sergeant' s and lieutenants ranks are, but rather by meeting a set of stan- dards and criteria as established by Departmental policy. This position would be a bit of an incentive and a means of recognition for those officers who wish to remain a patrol officer and not seek a supervisory position as a means of a pay increase or career advancement. My recommendation is for a 4% pay differential for the MPO over the 1't Class Patrol Officers base pay of $36,998 for 1998. This would amount to $1,479.92 and four officers would be eligible for the MPO rank in 1998. 2. I am requesting, and have budgeted for an increase in the base pay of the sergeants and lieutenants ranks. The responsibilities of these positions are · supervisory as well as operational. As the Department grows and responsibilities increase and become more complex, I believe that the first line supervisors should be adequately compensated. i am recommending an 8.4% increase for lieutenants ($131.32), and a 5.6% increase for sergeants ($82.07). These proposed increases would bring the pay disparity between a 1st Class Patrol Officer and sergeant to 7.9%, and between sergeant and lieutenant to 9.9%. This proposal is a budget increase of $28,400.32 (13 sergeants @ $38.46, and 7 lieutenants @ $84.62). 3. I am requesting an increase in the Uniform Allowance of $150, bringing the current allowance of $750 to $900 per officer. With 70 sworn officers, this amount would increase the budget by $10,500. The uniform allowance has not increased from $750 for the past sixteen years. Obviously the cost of uniforms and accessories has increased during this period of time. The following is representative of what the average officer would purchase during a years period. This sample reflects the minimum purchases needed to maintain a professional appearance.
