AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL,
INDIANA AMENDING ORDINANCE D-1159, AS AMENDED, TO ADD PART
TIME FEDERAL SPECIAL CENSUS LINE ITEM
WITHIN THE DEPARTMENT OF ADMINISTRATION PERSONAL SERVICE
AND CHARGES CLASSIFICATION
WHEREAS, the City of Carmel (the "City") and the United States of America,
Bureau of the Census, Department of Commerce (the "Government") entered into an
Agreement dated August 19, 1996 (the "Agreement") whereby a Special Census would be
conducted; and
WHEREAS, pursuant to Section 4 of the Recitals and Section C of the Terms of
the Agreement require that all field personnel determined necessary by the Government for
taking the Special Census shall be federal employees C'Federal Employees"); and
WHEREAS, pursuant to Section 4(a) of the Agreement, the City is required to pay
directly the Federal Employees and to withhold from their compensation all mounts
necessary for Social Security, federal, state, and local income tax and other sums required
to be paid or withheld by federal, state or local laws; and
WHEREAS, pursuant to Ordinance D- 1159 (as amended), (' 1996 Ordinance")
which establishes the salaries for appointed officers and employees of the City of Carreel
for the year 1996, the Clerk-Treasurer' s office is equipped to process payments to City
employees and independent contractors, but not Federal Employees pursuant to the
Agreement; and
WHEREAS, for administrative purposes it is necessary to create in the
Department of Administration certain part time federal special census positions for the
payment of the Federal Employees.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
Carreel, Indiana as follows:
1. Ordinance D~ 1159, as amended, is hereby further amended to include the
following:
Department of Administration
Hourly
Part time Federal Special Census
rates of pay fixed by the Government
pursuant to the Agreement
The remainder of Ordinance D- 115 9 shall be in full force and effect from date of passage.
2. All prior Ordinances or parts thereof inconsistem with any provision of this
Ordinance are hereby repealed.
3. This Ordinance shall be in full force and effect as of November 1, 1996 once it has
received passage, approval, publication according to applicable law and signing by the
Mayor.
