ADDITIONAL APPROPRIATION ORDINANCE
AN ORDINANCE OF THE COMMON COUNCIL
OF THE CITY OF CARMEL, INDIAN&
PROVIDING FOR AN ADDITIONAL APPROPRIATION FROM
THE MVH FUND
STREET DEPARTMENT BUDGET
TO 430 - OTHER SERVICES AND CHARGES
ACCOUNT 502- CONTRACTED STREET REPAVING
WHEREAS, the City of Carreel, Indiana, contracts annually for street repaving and as
of January 1, 1996, a balance of $500,000.00 existed in the MVH Fund, Street Deparmtent
Budget, account 502 - Contracted Street Repaving; and
WHEREAS, on January 22, 1996, the Common Council of the City of Carmel, Indiana,
(the "Common Council") passed transfer resolution number 012296-04 which transferred
$40,000.00 out of Account 502 - Contracted Street Repaving and into Account 120 - Overtime,
for the expenditure of employee overtime necessary for snow removal; and
WHEREAS, on February 19, 1996, the Common Council passed transfer resolution
number 021996-01 which transferred $20,000.00 out of Account 502 - Contracted Street
Repaving and into Account 366 - Salt and Calcium; and
WHEREAS, it is now necessary to return the above stated transfers of $60,000.00 to
Account 502 - Contract Street Repaving; and
WHEREAS, due to unexpectedly harsh winter conditions, it is also now necessary to
appropriate an additional sum of $140,000.00 for unanticipated paving; and
WHEREAS, the Clerk-Treasurer has determined that the deduction from the City's
General Fund, as set forth below, will leave in the City's General Fund a sufficient remaining cash
balance.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF CARMEL, INDIAN& that for the expenses of the taxing unit the following additional
sums of money are hereby appropriated out of the MVH Fund and for the purposes specified,
subject to the laws governing the same as follows:

IMPACT FEES
One of the most progressive aspects of the Development process in Fishers is the use of Impact Fees for
roads and park faci'ities. The Impact Fee is assessed to offset the cost of upgrading infrastructure to
accommodate the new development. Impact Fees are not intended to be the primary funding source for
road and park improvements. The money is intended to address the needs placed on the existing
facilities by new users. Road Impact fees, charged to both new commercial and residential
developments, are based on the average number of trips generated by the particular use. Currently the
fee per trip is $37.00 for commercial and multi-family residential development, and a fiat rate of $350.00
per single family residential unit. Park Impact fees are charged only to new residential development at
a fiat rate of $250.00 per residential unit.
As an incentive to developers to improve road and park facilities near their development, credit for
Impact Fees may be given in remm for actual public improvements. If the developer does not choose
to install these improvements, the amount collected is deposited in a pool to provide improvements
elsewhere in the community. Many developers see the benefit of providing the improvements and
receiving the credit as a successful marketing tool for their development. The following table shows
the sources of Road and Park Impact fees:
