ADDITIONAL APPROPRIATION ORDINANCE
AN ORDINANCE OF THE COMMON COUNCIL
OF THE CITY OF CARMEL, INDIANA,
PROVIDING FOR AN ADDITIONAL APPROPRIATION FROM
THE GENERAL FUND
DEPARTMENT OF ADMINISTRATION BUDGET
TO 430 - OTHER SERVICES AND CHARGES
ACCOUNT 509- OTHER CONTRACTED SERVICES
WHEREAS, the City of Carmel, Indiana (the "City") is firmly committed to the
principles of public service and public safety; and
WHEREAS, substance abuse demoralizes and destroys the mental thought processes
and job performance of the City's personnel; and
WHEREAS, in order to maintain the highest level of public trust, confidence, and
respect, City must safeguard the integrity of its employees and government by striving for a drug
and alcohol-free workplace; and
WHEREAS, the United States Department of Transportation has issued regulations
(49 CFR Part 382) mandating that all drivers employed by the City in positions that require a
Commercial Driver's License (CDL), and applicants for those positions, be subject to testing for
drugs and alcohol; and
WHEREAS, the City shall comply with all federal regulations concerning drug and
alcohol testing; and
WHEREAS, employees in, and applicants to whom an offer has been extended for,
positions that have an impact on public safety or on the safety of co-workers will also take part in
the testing program; and
WHEREAS, the 1996 Annual Budget for the City did not include monies to perform
such federally mandated and other necessary drug and alcohol testing; and
WHEREAS, the Clerk Treasurer has determined that the deduction from the City's
General Fund, as set forth below, will leave in the City's General Fund a sufficient remaining cash
balance.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF CARMEL, INDIANA, that for the expenses of the taxing unit the following additional
sums of money are hereby appropriated out of the General Fund and for the purposes specified,
subject to the laws goveming the same as follows:
