HomeMy WebLinkAboutD-1054 BSU Project Fund AN ORDINANCE ESTABLISHING A SPECIAL PROJECT FUND FOR GENERAL FUND MONIES, GRANT MONIES, AND PRIVATE DONATIONS ENTITLED: THE CARMEL BUSINESS DISTRICT REVITALIZATION COMMITTEE/BALL STATE UNIVERSITY SPECIAL PROJECT FUND WHEREAS, the City of Carmel, Indiana, has established a citizen committee to study the validity and future potential of Carmel's Business District; and, WHEREAS, the committee, called the Carmel Business District Revitalization Committee, has unanimously voted to contract with the Ball State University Community Based Projects Program to establish a citizen based study of the Carmel Business District and its interconnectedness to the rest of the community; and, WHEREAS, the City will need to contribute from the General Fund, sufficient amount to cover the cost of the project; and, WHEREAS, the City may also receive revenue from private sources to contribute to the project; and, WHEREAS, the City finds it necessary under IC36-1-3-2 to create a special project fund for this project; and, WHEREAS, the City also finds it necessary to appoint the Mayor, as a local elected official, to sign the claims for said monies; and, WHEREAS, the City recognized that at the completion of the project, the Carreel Business District Revitalization/Ball State University Special Project Fund will cease to exist; and, WHEREAS, the City recognizes the need to designate the Clerk- Treasurer as the disbursing offi cer~ of the Carmel Business District Revitalization/Ball State University Special Project Fund. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carreel, Indiana, that General Fund monies, and potentially grant monies and private donations shall be deposited into the Carmel Business District Revitalization/Ball State University Special Project Fund. The Common Council of the City of Carmel , Indiana finds i t necessary to appoint a local elected official to sign all claims for this project. The Common Council of the City of Carmel, Indiana designates the Clerk-Treasurer of the City as the disbursing officer. The Common Council further ordains that any unspent monies left at the end of the project, should they be grant monies, or private donations, or dollars from the General Fund, shall be returned to the original source of funding.
