HomeMy WebLinkAboutD-1041 Grant Fund DNR ORDINANCE D-1041 AN ORDINANCE ESTABLISHING A SPECIAL PROJECT FUND FOR DEPARTMENT OF NATURAL RESOURCES GRANT MONIES, PRIVATE DONATIONS FOR THE SAME PURPOSE, AND GENERAL FUND MATCHING MONIES ENTITLED DNR/TREE CITY USA SPECIAL PROJECT GRANT FUND #501 WHEREAS, the City of Carmel, Indiana, maintains and operates a Department of Community Development; and, WHEREAS, the Carmel DOCD has initiated and been awarded grants from the Department of Natural Resources; and, WHEREAS, the City will need to contribute from the General Fund, matching amounts in order to secure and maintain the grant; and, WHEREAS, the City will also receive revenue from private sources to contribute to the grant; and, WHEREAS, the City finds it necessary under IC36-1-3-2 to create a special project fund for these grant monies. WHEREAS, the City also finds it necessary to appoint a local elected official to sign the claims for said monies; and, WHEREAS, the City recognizes that at the completion of the project, the DNR/Tree City USA Grant Fund will cease to exist; and, WHEREAS, the City recognizes the need to designate the Clerk- Treasurer as the disbursing officer of the DNR/Tree City USA Grant Fund. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Carmel, Indiana that monies received by the Department of Natural Resources, General Fund matching monies and private donations contributed for the same purpose, through the Department of Community Development shall be deposited into the DNR/Tree City USA Special Project Fund. The Common Council of the City of Carmel, Indiana also appoints the Mayor of the City of Carmel as the designated local official to sign all claims for said grant monies. The Common Council of the City of Carme1, Indiana designates the Clerk-Treasurer of the City as the disbursing officer. The Common Council further ordains that any unspent monies left at the end of the project or from the grant, matching funds and/or private donations, shall be returned to the original source of funding. It is further ordained that an emergency exists and this ordinance shall become in full force and effect upon its passage.
