AN ORDINANCE FIXING SALARIES OF APPOINTED OFFICERS
AND EMPLOYEES OF THE CITY OF CARMEL, INDIANA
FOR THE YEAR 1994
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF CARMEL,
INDIANA, THAT:
Section 1.
Definition/Explanation:
a. BW shall mean Bi-Weekly
b. WK shall mean Weekly
c. HR shall mean Hourly
d. Exempt Employee shall mean those employees
who are exempt from the overtime provisions of
the Fair Labor Standards Act.
e. Non-Exempt Employee shall mean those employees
to whom overtime must be paid.
TO THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
I, the undersigned, Theodore E. Johnson, Mayor of the City of
Carmel, Indiana, as required by Indiana Code 36-4-7-3 and Indiana
Code 36-8-3-3, do hereby fix the maximum salaries and pay schedule
of appointed officers and employees of the City of Carmel, Indiana
beginning January 1, 1994 and continuing thereafter until December
31, 1994 and request that such salary rates be approved by the
Common Council as follows:

ADDITIONAL COMPENSATION FOR THE RESPONSIBILITY OF
SUPERVISING, TRAINING PERSONNEL AND COORDINATING IDACS.
SAID DESIGNATION SHALL NOT EXCEED ONE EMPLOYEE PER

UP TO $8.50 PER HOUR
Section 2. Police Officers, Firefighters and Civilians shall
receive one hundred and fifty dollars ($150.00) per year for
longevity. That an employee must have been in the full and
continuous employ of the City of Carmel a minimum of six months
during a year to receive the first year's credit on longevity
remuneration after the first year, the longevity shall be added to
their above salaries on an individual basis at a rate of $150.00
per year up to twenty years. Terms and conditions of the longevity
shall conform to the City's most current personnel rules and
regulations as adopted by the Carmel City Council.
Section 3. That the appointed members of the Plan Commission,
Board of Zoning Appeals, Cable TV Advisory Committee be paid the
sum of $35.00 per regular scheduled meeting attended. Appointed
members of the Planning Commission shall receive and additional
$35.00 per standing sub-committee meeting-
Section 4. That the appointed members of the Board of Public
Works and Safety be paid a salary of $2,470.00 per year. In
addition to the salary, the members of the Board of Public Works
and Safety shall be paid $35.00 per meeting attended.
Section 5. That the city employees of the Department of
Community Development shall be entitled to receive the sum of
$35.00 per meeting, as additional compensation for attending each
regularly scheduled meeting of the Plan Commission, Board of Zoning
Appeals, or their respective committees. Such additional
compensation shall be paid from the budgets of the Plan Commission
Board of Zoning Appeals.
Section 6. That the compensation for overtime worked shall be
paid to employees according to the policies of the City of Carmel
and shall be in addition to amounts herein specified.
Section 7. That First Class Patrolmen and Firefighters
salaries as stated in this Ordinance shall be used as the base
salary for purposes of pension calculations.
Section 8. That police officers exempted from Social Security
may receive an identical percentage of their salaries as determined
for Social Security as an additional compensation which may be
deferred.
Section 9. That all employees who work a holiday shall
receive Seventy Five Dollars ($75.00) for that holiday shift which
encompasses the 8:00 a.m. until midnight portion of that holiday.
Section 10. That the Carmel Metropolitan Police Department
officers shall be given a clothing allowance of $750.00 per year;
Two checks per year will be issued to each officer, one in the
first pay of February and one in the last pay of July. Each check
would be in the amount of $375.00.
Section l~. That an employee may be awarded up to $100.00 per
pay period as a bonus by the City. The bonus will be subject to
all withholding requirements as set forth by the Internal Revenue
Service, Indiana Department of Revenue and the Public Employee's
Retirement Fund.
Section ~2. That this Ordinance shall be in full force and
effect from and after its passage and approve according to law.
Section ~3. That Part-Time Employees, as distinguished from
those in the full employ of the City of Carmel, shall only be paid
in accordance with the Part-Time per hour compensation and only in
the Department of hire from a part-time line item as set forth in
this ordinance.
Passed by the Common Council of the City of Carmel, Indiana this
19th day of July, 1993.
