PUBLIC 'S RIGHT TO ADDRESS CO UNCIL A T RE GULARL Y SCHEDULED MEETINGS
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING CHAPTER 3, ARTICLE 1, SECTIONS 3-18 AND 3-19 OF THE CARMEL
CITY CODE BY THE AMENDMENT OF SECTION 3-18 ENTITLED "ORDER OF
BUSINESS" AND THE INCLUSION OF SECTION 3-19(c) ENTITLED "AGENDA"
WHEREAS, the Common Council is interested in obtaining input from the citizens of Carmel and
Clay Township, Indiana; and
WHEREAS, no provision currently exists allowing citizens to address the Common Council at a
regularly scheduled meeting of the Council; and
WHEREAS, it is in the best interests of the citizens of Carmel and Clay Township, Indiana to have
the opportunity to share ideas, comments and opinions with their elected officials;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNglL OF THE CITY OF
CARMEL, INDIANA AS FOLLOWS:
Section I. Chapter 3, Article 1, Section 3-18 of the Carmel City Code is hereby amended to read
as follows:
The Common Council shall conduct its order of business as follows:
1. Invocation
2. Pledge of Allegiance.
3. Recognition of City Employees or Outstanding Citizens.
4. Approval of Minutes.
5. Recognition of citizens who wish to address Council.

Section II. Chapter 3, A~icle 1, Section 3-19 of the Camel Cky Code is hereby ~ended to include
Subsection (c) as follows:
(c) Any citizen who wishes to address the Council shall be given an opportunity to do so
during any regularly scheduled meeting of the Common Council. In order to be recognized
by the presiding officer, any person wishing to make an address must complete a Request
to Address Council ("Request") card and submit this request to the Clerk-Treasurer, or his
or her deputy, prior to the beginning of the meeting at which the citizen wishes to speak.
The Request shall include the person's name, address, city, state, zip code, telephone number
and the name of any organization, if any, 'tl'which the person is representing. The Request
shall also include the topic about which the citizen wishes to address. At the beginning of
the meeting, the Clerk-Treasurer, or his or her deputy, shall present all Requests to the
presiding officer. A citizen may address the Council on any topic except one in which a
Public Hearing is being held as an agenda item at that meeting of the Common Council.
During the appropriate time in the Council's Order of Business, all such Requests will be
heard. If more than one Request is made, the presiding officer may call the Requests in any
order but should give preference to Requests in the following order: 1. A resident of the City of Carmel.
2. A resident of Clay Township, Indiana.
3. A representative of any organization or business entity in Clay Township.
4. Any other person.
Section III. All prior Ordinances or parts thereof inconsistent with any provision of this Ordinance
are hereby repealed..
Section IV. This Ordinance shall be in full force and effect fi'om and after its passage and signing
by the Mayor.
