CITY OF CARNEL, INDIANA, AMENDING CHAPTER 9,
ARTICLE 2, SECTION 9-77, OF THE
CARMEL CITY CODE ENTITLED
*FIRE HYDRANT SPECIFICATIONS.*
WHEREAS, the Common Council of the City of Carmel, Indiana has
determined that specifications concerning fire hydrants need to be
revised for the safety of the citizens of the City;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL, OF THE
CITY OF CARMEL, INDIANA, AS FOLLOWS:
Section I. Chapter 9, Article 2, Section 9-77, of the Carmel
City Code is hereby amended to read as follows:
Sec. 9-77. Fire Hydrant Specifications.
The following specifications concerning fire
hydrants are adopted and established to govern all
future construction, replacement or improvements made
in connection with the Carmel Water Utility in the
future.
(a) The laying of 4-inch pipe for hydrant use is
prohibited.
(b) Hydrants shall be installed a maximum of 500
feet apart, closer when judged necessary by City
authorities.
(c) All hydrants shall have two 2 1/2" and one
4 1/2" outlets, with 5 inch or larger valve openings
and 6 inch gated connections to the main.
(d) Hydrants shall comply with the American Water
Works Association specification C 502-85, any revisions
thereafter or Underwriters Laboratories Standards.
When it is specifically requested by City authorities,
hydrants in certain industrial areas must conform to
the Underwriters Laboratory specifications. All fire
hydrants must be approved by Carmel Water Utility.
(e) Hydrant design shall include the following
features:
(1) A breakable safety flange and stem that
will break cleanly when struck by a
vehicle, to prevent damage to the barrel
or main flange.
(2) Permit barrel rotation for proper nozzle
facing.
(3) Permit addition of barrel and stem
extensions to meet grade line changes.
(4) The stem threads shall be sealed by
O-rings from the waterway and outside
condensation. The threads shall be sealed
in a lubrication reservoir.
(5) All the above hydrant parts are to be so
designed so that they can be removed from
the hydrant from above the ground without
digging or requiring water shut-off except
for main valve removal.
(f) All hydrants shall have a trench depth of 5
feet and either a flanged or mechanical joint inlet.
(g) Nozzles shall be breech-locked for blow out
protection.
(h) City owned hydrants shall be painted yellow.
(i) Tampering with Fire Protection Equipment and
Site - No person shall remove, tamper with, damage or
otherwise disturb any apparatus, equipment or
appurtenances belonging to and/or under the supervision
and control of the City of Carmel Water Utility or Fire
Department.
(j) Fire Hydrants and Fire Appliances - Fire
hydrants and fire appliances required by the Water
Utilities or Fire Department shall not be removed,
tampered with, or otherwise disturbed except for the
purpose of extinguishing fire, training, recharging or
making necessary repairs, or when allowed by Carmel
Water Utility.
(k) Obstruction, Identification and Protection of
Fire Hydrants and Fire Protection Equipment -
1. Obstruction by, but not limited to, posts,
fences, vehicles, growth, bushes, trash,
storage and other materials must be kept to a
minimum of three (3) feet.
A one hundred (100) foot road visibility shall
be maintained for any fire hydrant except as
otherwise approved by Carmel Water Utility
with the supervision of the Fire Department.

2. No person shall use or operate any hydrant or
valve installed on Carmel Water System without
approval from the Water Utility, except City
of Carmel Departments doing work as such.
Section II. All prior Ordinances, resolutions or parts thereof
inconsistent with any provision of this Ordinance are hereby
repealed.
Section III. This Ordinance shall be in full force and effect
from and after its passage and signing by the Mayor.
