AN ORDINANCE ESTABLISHINC, PROCEDURES FOR
THE USE OF CITY CREDIT CARDS BY
CITY EMPLOYEES AND le,.~ENTS
WHEREAS, it is prudent to allow City Employees to use City owned Credit
Cards for travel and other miscellaneous expenses~ and
WHEREAS, the use of these credit cards should be monitored~ and
WHEREAS, I.C. S36-1-3-1 et seq., permits the establishment of said rules
and procedures~ and
WHEREAS, it is in the best interests of the citizens of the City of
Carmel, Indiana, that credit card procedures be established~
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
CARMEL, INDIANA, as follows~
1. The City of Carmel is empowered to hold and maintain Credit Cards
for the use of its employees and council members for City of Carmel business
only.
2. All cards shall be applied for, held, maintained, and monitored by a
responsible city official, specifically the Mayor.
3. The Mayor shall be responsible for maintaining written guidelines
regarding the use of said credit cards not inconsistent with the requirement
of this ordinance.
4. The cards shall be returned to the Mayor after each use with the
user submitting to the Mayor all proper documentation regarding the use of
said credit card.
5. All claims for payment to the State Board of Accounts must be
properly itemized and documented. Improperly itemized and documented items as
well as all interest, carrying charges, or penalties shall be the personal
responsibility of the individual user.
6. All uses of these credit cards must be for City of Carme1 business
only.
This Ordinance shall be in full force and effect from and after it
passage.
