AN ORDINANCE ESTABLISHING THE COMMON COUNCIL
OF THE CITY OF CARMEL PROMOTIONAL FUND
WHEREAS, the Carmel Economic Development Commission has
ceased to function, and the Ordinance empowering said Commission
has been abolished; and
WHEREAS, it is the belief of the Common Council that a
continued need exists for the promotion of the City of Carmel,
Indiana; and
WHEREAS, it is in the best interests of the citizens of
Carmel, Indiana that a fund be established, under the supervision
and control of the Carmel City Council, for the promotion of the
City of Carmel, Indiana.
NOW, THEREFORE, BE IT ORDAINED that:
1. There is hereby established the Common Council of the
City of Carmel Promotional Fund.
2. That all monies surrendered by the Carmel Economic
Development Commission to the Clerk-Treasurer, shall be deposited
in this fund.
3. That any person, corporation, or other legal entity,
may, by written application to the Common Council, request monies
from this fund for the promotion of the City of Carmel.
Promotion of the City of Carmel shall include, but is not limited
to, matters involving th~ ecoaom~ bonofit or-development of the
City, improvement of the environment, and the protection of the
health, safer nd welfare of the City and its citizens~kD~ALL~
shill be docketed by the Clerk-Treasurer for consideration by the
Council at its next regularly scheduled meeting. The Clerk-
Treasurer shall advise the applicant of the meeting date and
time, in order that the applicant may appear and be heard by the
Council as to the merits of the applicant's request.
5. At the hearing before the Council, the applicant may
appear and supplement its application by verbal testimony,
written exhibit, or such other information it deems will best
illustrate its request. The Council may, request additional
information regarding the applicant's application as it deems
necessary.

6. After the presentation of all evidence, the Council
shall, after due discussion and deliberation, determine whether
or not the applicant's petition should be approved or denied. In
the event an application is approved, the Council shall
establish, as part of its approval, the amount of money which
should be granted to the applicant from the fund. All decisions
of the Council are final.
7. That an emergency exists and this Ordinance shall be in
full force and effect upon its passage.
ALL OF WHICH IS ORDAINED by the Common Council for the City
