D-376 Elected Officials SalaryORDINANCE D~7~ AN ORDINANCEESTABLISNZNGSALARIES FORELECTED CZTYOFFZCZAtSi WHEREAS, the Common Council of the City of Carmel, Indiana, desires to set the salaries of the elected officials of said City of Carmel, Indiana, commencing January l, 1984 and continuing until a new ordinance is passed. NOW THEREFORE, BE IT ORDAINED that the salaries of elected officials shall be as follows: The annual salaries commencing January 1, 1984, shall be as follows: Mayor - $28,000; Clerk-Treasurer - ~; Judge of the City Court - $10,000; Members of the City Council - $1800. Z~j~mm BE IT FURTHER ORDAINED that the salaries of the Mayor, Clerk-Treasurer and City- Council shall be paid 1/3 from tax revenue, 1/3 from water utility and 1~3 from sewer utility and the Judge of the City Court shall be paid entirely from tax revenue. BE IT FURTHER ORDAINED that commencing with January l, 1985, and continuing until a new ordinance is passed the salaries of elected officials shall be computed as follows: The offices of Mayor and Clerk-Treasurer shall be increased at the same percentage rate or upon the same formula as those yearly ~c~ases afforded the public service employees of the City of Carmel, but shall not exceed an increase of $1500 per year; The office of Judge of the City Court shall be increased at the same percentage rate or upon the same formula as those yearly~),~)eases afforded the public service employees of the City of Carmel, but shall not exceed an increase of $1000 per year; The Council Member~s~j be increased at the same percentage or upon the same formula as those yearl~"~'t'6~reases afforded the public service employees of the City of Carmel, but shall not exceed an increase of $90 per year. This ordinance shall be in full force and effect from and after its passage. Also present was City Attorney, Lee Lonzo and Clerk-Treasurer Hancock. Invocation was given by Mr. Johnson followed by the Pledge of Allegiance. Mr. Garretson made a motion to approve the minutes of November 7, 1983 and the memorandum of Executive Session for November 7, 1983. Motion seconded by Mr. Johnson and passed 4-0-2, Kerr and Shepherd abstaining due to their being absent. Old Business Public Hearing - Ordinance D-392 - Additional Appropriation Cumulative Capital Improvement Fund - Mr. Johnson made a motion to introduce Ordinance D-392 and suspend reading of same. Motion seconded by Mrs. McMullen. Mayor Reiman explained to those present that this was a request for $4,000.00 from the Cumulative Capital Improvement Fund to be used for repairs to the roof at fire station No. 1 and opened the meeting for public hearing. There being no response from the public, the public hearing was closed. Mrs. McMullen made a motion to suspend the rules and act on Ordinance D-392 this evening. Motion seconded by Mr. Johnson and passed unanimously. Vote was taken on Ordinance D-392 which passed unanimously. Ordinance D-376 - Elected Officials Salaries - Vote was taken on Ordinance D-376 which had oeen introduced on July 11, 1983, and thereafter published. Ordinance D-376 passed 5-1, Mr. Johnson voting nay. Mr. Walker arrived at this time. New Business Ordinance C-86 - Annexation of Blue Woods Creek, Parcel I - Mrs. McMullen made a motion to introduce Ordinance C-86 and dispense with the reading of same. Motion seconded by Mr. Johnson. Mayor Reiman stated that Annexation Ordinance C-85 passed at last meeting was for parcel two of Blue Woods Creek and that parcel two could not be annexed until parcel 1 annexation was completed. Thereupon, Mrs. McMullen made a motion to table introduction of Ordinance C-86. Motion seconded by Mr. Johnson and passed unanimously. Mr. Garretson made a motion to reconsider Ordinance C-85. Motion seconded by Mrs. Kerr. an~passed unanimously. Mr. Garretson called for the vote on Ordinanc~ C-85 which failed 0-7. Mrs~ Kerr mede a motion to remove introduction of Ordi~ancb C-86 from the tab~? MotiOn seconded by Mrs. McMullen and passed unanimOusly. M~s. ~McMullen made a mOtim to suspend the rules and act on Ordinance C-86 this evening. Motion seconded by Mr. Fleming and passed unanimously. Vote was taken on Ordinance C-86 which passed unanimously. Mrs. Kerr left at this time. :. Ord~:nance ¢-87 -~Aiinexat~on of Propert7 on Southeast Corner of ll6th'-St, and U Johnson made a mog~on to introduce Ordinance C-87 and dispense with the reading of same. Motion 'seconded b~:rMr. Fleming. Mr. Rasmussen, owner of the property was present and asked advantages [f"being annexed. Mr. Johnson made a motion to suspend the rules and act on Ordinance C-87 this evening. Motion seconded by Mr. Walker and passed unanimously. Vote was taken on Ordinance C-87 which passed 5-0-1, Mr. Shepherd abstaining as he is a tenant in the building on that property.
