The applicant seeks site plan and design approval for a parking lot expansion. The site is located at 4518 W. 99th Street within Mayflower Park Subdivision Block 3 Lot 4B. It is zoned I-1/Industrial and is not located in any overlay zone. Filed by Garrett Clark of Artistic Composite Pallets LLC. Project Overview: The Petitioner proposes to expand their existing parking lot for the addition of 30 new parking spaces and for better site connectivity. All parcels surrounding this site are zoned I-1. The neighboring buildings are all also warehouse/manufacturing uses and associated parking. This site is part of the Mayflower Park Industrial Complex (Lot 4B, Block 3), established under Docket Nos. 74-97 PP/SP and 57-97 DP in 1997. Unified Development Ordinance (UDO) Standards this project MEETS: I-1/Industrial: • Permitted uses: Light Industrial, private parking area • Maximum lot coverage: 90% allowed, about 53% proposed Article 5 – Development Standards: • Bicycle parking: 4 spaces required and provided UDO Standards NOT MET, therefore adjustments need to be made/clarifications needed: • Pedestrian connectivity: Paved walkway from the road to front door provided Site Plan, Parking and Engineering: 59 parking spaces exist now, with 30 new parking spaces proposed. There is a large portion of asphalt in the lawn area along W. 99th Street that will be removed and grass planted back. There is about 2.7 acres of pervious surface on the site, which equals about 47% open space. This means about 53% of the lot is covered with impervious surface (parking, building, sidewalk, etc.) and meets the UDO requirements. The Petitioner is still working with the Engineering Dept. to finalize drainage and water quality comments through Project Dox. Active Transportation: Two bicycle racks are proposed, which will provide 4 bicycle parking spaces, and meets the UDO requirements. Sidewalk will be extended along the front (west) of the building and connect the two existing sidewalks. The Petitioner is considering contributing to the Thoroughfare Fund for the required asphalt path along W. 99th Street. Landscaping: New plantings are proposed to supplement existing vegetation along the west side of the building adjacent to W. 99th Street. The Urban Forester is working with the petitioner on minor revisions to the plan and will be ready to stamp the Landscape Plan soon. DOCS Remaining Comments/Concerns: 1. Resolve Engineering Dept. comments through Project Dox 2. Determine contribution to Thoroughfare Fund or constructing path 3. Landscape plan approval Recommendation: The Dept. of Community Services recommends the Plan Commission sends this item to the Commercial Committee meeting on December 7, 2021 with the Committee having final voting authority.
