5. Docket No. PZ-2021-00178 Z: Woodland Golf Club Lots 23 and 24 Rezone.
The applicant seeks to rezone 2 lots in the Woodland Golf Club Subdivision from R-1/Residence to P-1/Parks and
Recreation. The site is located at 37 Woodland Drive. Filed by Dave Coots of Coots, Henke, and Wheeler on
behalf of the owner, Woodland Country Club, Inc.
Project Overview:
This site includes 2 undeveloped lots within the Woodland Golf Club Subdivision, located just to the north of the country
club and pool. To northeast and northwest of the lots are single family homes zoned R-1/Residence. To the south is the
country club and to the east is the golf course, both zoned P-1/Parks. Please view the Petitioner’s informational packet
for more detail.
Comprehensive Plan (C3 Plan) Analysis:
The area of this proposed rezone is classified as Suburban Residential, but it is directly adjacent to an area classified as
Parks and Recreation. The purpose of the Suburban Residential classification is to establish housing opportunities for
people who desire moderately dense subdivision living. The purpose of the Parks and Recreation classification is to
identify conservation areas, and to establish open space areas for private and public parks and recreation. The Parks and
Recreation classification is considered a Best Fit next to any land use classification.
P-1/Parks District Analysis:
The petitioner for this rezone request is the Woodland Country Club who owns and operates the surrounding golf course
and additional recreational facilities including a pool, tennis courts, bocce ball courts, and a fitness facility. They would
like to rezone these 2 lots to the P-1/Parks District so that it matches the rest of the golf course property and they can use
the lots for country club purposes. A golf course and country club are permitted uses in the P-1 District, but they are not
permitted in the current R-1 District, except by special use approval.
There is a maximum 35% lot coverage, 40 ft. front yard setback, and 20 ft. side yard setback with an aggregate of 50 ft.
for the P-1 District. In the future, the petitioner may also have to replat the lots into one or combine them with the larger
golf course parcel if they wish to build something across the lot lines. Currently the petitioner does not have plans for
how they will develop the property. Any future improvements will need to be reviewed by the Carmel Technical
Advisory Committee. We have not received any letters from surrounding properties. The Department does not believe
this rezone will have a negative impact on the area or the neighbors.
DOCS Comments/Concerns: None.
Recommendation: The Department of Community Services recommends the Plan Commission votes to suspend its
Rules of Procedures to vote to send this item to the City Council with a Favorable Recommendation this evening.
