Faith Apostolic Church (“Church”) is an important part of the City of Carmel’s healthy and vibrant religious community and because the Church has a growing congregation, it desires to expand its current church building to serve the needs of its congregation and ministry. The Church is located on the north side of 116th Street, east of the Monon Trail and has a common address of 1212 E. 116th Street (“Real Estate”). The Real Estate is zoned R-1 Residential and included in this brochure is a site location map that shows the location of the Real Estate. Previously, on August 23, 2021, the BZA Hearing Officer approved certain development standards variances associated with the Church’s planned expansion which included approval of variances for the allowable building height of a portion of the planned building addition and the front yard building setback. The next phase for the Church requires Special Use Amendment approval related to the improvements to be constructed on the Real Estate. In this regard, enclosed are the plans and exhibits that depict the Church’s Special Use Amendment request, including the architectural, site, landscape and lighting plans. Also included in this brochure is a Ballot Sheet and Findings of Fact for the Special Use Amendment request. We look forward to presenting this request to the BZA at your November 22, 2021, hearing. Square Straight Steel is a general purpose light pole for up to 39-foot mounting heights. This pole provides a robust yet cost effective option for mounting area lights and floodlights. CONSTRUCTION — Pole Shaft: The pole shaft is of uniform dimension and wall thickness and is made of a weldable-grade, hot-rolled, commercial-quality steel tubing with a minimum yield of 55 KSI (11-gauge, .1196"), or 50 KSI (7-gauge, .1793"). Shaft is one-piece with a full-length longitudinal high- frequency electric resistance weld. Uniformly square in cross-section with flat sides, small corner radii and excellent torsional qualities. Available shaft widths are 4", 5" and 6". Pole Top: A flush non-metalic black top cap is provided for all poles that will receive drilling patterns for side-mount luminaire arm assemblies or when ordered with PT option. Handhole: A reinforced handhole with grounding provision is provided at 18" from the base on side A. Positioning the handhole lower may not be possible and requires engineering review; consult Tech Support-Outdoor for further information. Every handhole includes a cover and cover attachment hardware. The handhole has a nominal dimension of 2.5" x 5". Base Cover: A durable ABS plastic two-piece full base cover, finished to match the pole, is provided with each pole assembly. Additional base cover options are available upon request. Anchor Base/ Bolts: Anchor base is fabricated from steel that meets ASTM A36 standards and can be altered to match existing foundations; consult factory for modifications. Anchor bolts are manufactured to ASTM F1554 Standards grade 55, (55 KSI minimum yield strength and tensile strength of 75-95 KSI). Top threaded portion (nominal 12") is hot-dipped galvanized per ASTM A-153. HARDWARE – All structural fasteners are high-strength galvanized carbon steel. All non-structural fasteners are galvanized or zinc-plated carbon steel or stainless steel. FINISH – Extra durable standard powder-coat finishes include Dark Bronze, White, Black, Medium Bronze and Natural Aluminum colors. The premises in question is particularly physically suitable for the proposed Special Use because: The subject site is approximately 6 acres and is more than adequate for the planned church expansion (parking lot area and building addition) and the Church has operated on this site for a number of years, is served by water, sewer and all necessary utilities and has adequate ingress and egress to the site. As a result of the foregoing, the subject premises is particularly suitable for the proposed Special Use. 2. The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the community and its anticipated effect on surrounding property values because : In addition to the information provided in paragraph #1 above, the Church as operated on the site for a number of years, the building expansion and site improvements are designed to be complimentary to the surrounding residential uses and will “freshen up” the site with new improvements and landscaping. As a result, the special use amendment request should not have a detrimental or adverse impact to surrounding property values. 3. The Special Use will be consistent with social/neighborhood factors, such as compatibility with existing uses and those permitted under current zoning in the vicinity of the premises under consideration and how the proposed Special Use will a1ffect neighborhood integrity because: As evidenced by the information provided in paragraphs #1 and #2 above, t he Applicant’s proposed special use amendment request is designed to be complimentary to the existing Church building and to the surrounding residential uses. As a result of the foregoing, the proposed special use amendment should be compatible to the uses surrounding the subject site. 4. The Special Use will not injuriously or adversely affect the adequacy and availability of water, sewage and storm drainage facilities and police and fire protection because : The Real Estate is currently served by adequate water, sewage and storm drainage facilities, along with police and fire protection. The proposed scale of the site and building improvements will not have an injurious or adverse impact on the water, sewage and storm drainage facilities, nor on the police and fire protection services that all currently serve the site. 5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises upon which the Special Use is proposed because: The Church has operated on this site for a number of years, is served by adequate vehicular and pedestrian access and the planned improvements will not adversely effect the existing vehicular and pedestrian activity in and around the subject site.
