Docket No. 20020017 DP/ADLS: Republic Airways – Training Center and Hotel The applicant seeks site plan and design approval for the redevelopment of the Hamilton Crossing shopping center. Phase I plans include a training center and remodeled/expanded hotel. The overall site is 14.3 acres in size and located at 12195 N. Meridian Street. (Potential new address forthcoming.) It is zoned C-2/Mixed Use District and is not located within any overlay zone. Filed by Mark Jenkins of Kite Realty Group. Site Context: This site is bordered by US 31 on the west, Carmel Drive and Capital Group to the north (zoned MC/Meridian Corridor), Pennsylvania Street and Penn Circle Apartments (zoned UR/Urban Residential) and Encore Sotheby’s (zoned UC/Urban Core) to the east, and the Sunrise Senior Living (zoned MC/Meridian Corridor) to the south. Project Details: Phase I of this project will include an expanded hotel (currently the Hampton Inn is located on this site) and the construction of a new flight training center. Between the two buildings will be an amenity area and pedestrian only plaza. Existing parking will be utilized until future phases are built, which will involve office, retail, parking garage(s), and potentially residential. Temporary dry ponds will be constructed where the previous shopping center buildings were located for drainage. Existing street cuts will be used, and the driveways will be expanded into new streets with 56’ of right-of-way dedicated (minimum local street cross-section). • Hotel – 114,151 sq. ft., 6 stories at 69’ tall, and 294 guest rooms • Training Center – 100,072 sq. ft., 3 stories at 49’ tall, 8 flight simulator bays, with future expansion to 10 bays • The two buildings will be connected at the second level via a skybridge • Building design and materials: modern buildings with a dark and a light architectural precast, silver and steel colored metal panels, smooth metal panels and ribbed metal panels, curtain wall glazing, existing brick on hotel to be painted dark gray • Parking (Please note there are no parking requirements in the C-2 district): o Surface parking on modified existing lot adjacent to US 31 – 331 spaces o On-street (internal new streets) parallel parking – 23 spaces • Bicycle parking – Clarifications needed from Petitioner: o Appears there are about 15 short term racks (30 spaces) are provided in Phase I for the hotel; 10 short term spaces are required for 294 guest rooms o Long term spaces - 20 spaces are required for the hotel, need to know location of these interior spaces • Pedestrian Connectivity: o 10’ asphalt path to be constructed along Pennsylvania Street for Phase I o Future phases will address the continuation of path. o 5’ concrete sidewalk will be provided along the new interior street, leading to the pedestrian plaza between the hotel and the training center DOCS Comments/Concerns: 1. Bicycle parking clarifications needed as noted above 2. Training center rooftop screening needs improvement Recommendation: The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item with the following conditions: 1. Final approval letters needed from: Engineering Dept., Utility Dept., Alternative Transportation Coordinator 2. Petitioner works with DOCS Staff to complete review process in Project Dox.
