AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING CHAPTER 3, ARTICLE I, DIVISION II, SECTION 3-21 OF
THE CARMEL CITY CODE
WHEREAS, the Common Council of the City of Carmel, Indiana, has the authority to adopt
and amend the rules of procedure to be followed in conducting its meetings and public hearings; and
WHEREAS, the Common Council wishes to amend its rules of procedure as they pertain to the
introduction of ordinances for its consideration.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
Carmel, Indiana, as follows:
Section 1. The foregoing Recitals are fully incorporated herein by this reference.
Section 2. Chapter 3, Article 1, Division II, Section 3-21 of the Carreel City Code is hereby
amended to read as follows:
"Sec. 3-2t Introduction of Ordinance - First Reading.
First reading of any ordinance shall be its introduction, whereupon a Council
member shall move it to be introduced and one other shall second said motion.
Following said motion, a sponsor shall, at his or her option, read the ordinance in its
entirety or provide a summary description of same. No vote shall be taken on any
ordinance at its first reading, except on motions to amend the ordinance, or as
otherwise provided by these rules. No ordinance or resolution shall be introduced
without a member of the Council having agreed to sponsor said ordinance or resolution
and so indicating such sponsorship on the Council Agenda and on the ordinance or
resolution. No ordinance or resolution shall be introduced for first reading at a Council
meeting, unless a named sponsor of that ordinance or resolution is present at said
Council meeting and introduces such ordinance or resolution.
In the event any officer who is required by Indiana statute to submit an item, ordinance
or resolution to the Council for its consideration is unable to obtain a sponsor for that
item, ordinance or resolution, the Council shall accept the item, ordinance or resolution
for its agenda and introduction pursuant to Indiana Code."
Section 3. All City ordinances or parts thereof inconsistent with any provision of this
Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this
Ordinance.
.Section 4. Should any provision or portion of this Ordinance be declared by a court of
competent jurisdiction to be invalid for any reason, the remaining provisions shall not be affected so
long as they can, without the invalid provision, be given the effect intended by the Common Council in
adopting this Ordinance. To this end, the provisions of this Ordinance are severable.

Section 5. This Ordinance shall become effective upon proper passage, signing by the Mayor
and such publication as is required by law.
