I have provided responses to your items below. Please let me know if you have any questions or
require any additional information.
1. Section 3312.1 Fire Hydrants shall be fully functional tested and approved by Carmel Water
Utilities prior to any combustible materials arriving on the site.
Noted.
2. Section 3310.1 Required Fire Department Vehicle Access. Approved Asphalt fire apparatus access
roads shall be provided to and through the construction site during construction. Fire Apparatus
access roads must be capable of supporting the weight of fire apparatus and maintained clear at all
times.
I believe this section of the code applies to combustible building construction, correct? Streets will
be constructed and paved prior to building permits being issued. These will provide necessary
access during building construction.
3. Provide an emergency vehicle auto turn routing plan for review. This plan must document fire
apparatus routes for the entire project.
Autoturn exhibits attached.
4. Section 503.2.1 As previously discussed during the planning and zoning phase, alley widths should
be a minimum 20 feet wide.
Alley widths are shown at the width per the PUD which was approved earlier this year.
5. Section 507.5.4 The 2 Fire hydrants located in the green space in the townhouse section shall be
relocated out the alley access point for proper fire department access during fire emergencies.
Revised water plan sheets attached showing the relocated fire hydrant locations adjacent to
alleys.

The only reason we are breaking this up is so that the City has a better idea on what needs
bonded for Section 1A and the builder can get started on the models while we finish the
remainder of Section 1 thru the winter. Since we do not provide bonds for the County, do we
really need to break this up as far as Petitions, Engineer’s Estimates, etc.? Let me know if we
need to maybe have a zoom meeting or phone call on this.

Hi Ed. We will need you to have Kyle provide plans that separate the sections and two separate hearings will need to be
held to approve them. Please have Kyle revise the plans separating the profiles for the drains in 1A, 1B and 2 as well as a
development plan clearly indicating the borders between the sections. We will need separate engineer’s estimates for
the two sections as well which Kyle can include with the revised plans. We will also need you to submit two separate
petitions for 1A and 1B. I have attached the appropriate petition. Please fill it out and email it back to me. We also will
need two separate subdivision nonenforcements for each section. I have attached the appropriate application. Please fill
these out and submit them to surveyor@hamiltoncounty.in.gov.
Once I receive these items I will be able to move forward on getting the hearing scheduled. Thanks.

Due to the time of year, we would like to change the sectioning on the Secondary Plat to the
attached. That would allow for us to get the pavement done for Phase 1A this year and finish
the remaining Phase 1B during the winter for a spring pavement. Let me know if you have any

PETITION FOR RELOCATION AND RECONSTRUCTION

hereby petitions the Hamilton County Drainage Board for authority to relocate and improve a
section of the ____________________________________________ Drain, and in support of
said petition advises the Board that:
1. Petitioner owns real estate through which a portion of the ________________________
Drain runs.
2. Petitioner plans to develop its real estate with roads, buildings, utilities, storm drains,
sanitary sewers and other structures.
3. Petitioner’s proposed development of its real estate will require relocation and
reconstruction of a portion of the _________________________________ Drain, as
specifically shown on engineering plans and specifications filed with the Hamilton
County Surveyor.
4. The work necessary for the proposed relocation and reconstruction will be undertaken at
the sole expense of the Petitioner and such work will result in substantial improvement to
the _______________________________ Drain, without cost to other property owners
on the watershed of the __________________________________ Drain.
5. Proposed relocation and reconstruction will not adversely affect other land owners within
the drainage shed.
6. Petitioner requests approval of the proposed relocation and reconstruction under
IC 36-9-27-52.5.
WHEREFORE, Petitioner requests that an Order issued from the Hamilton County
Drainage Board authorizing relocation and reconstruction of the __________________________

INSTRUCTION TO COMPLETE NON-ENFORCEMENT
REQUESTS FOR SUBDIVISIONS
The following are instructions for the completion of the Subdivision Non-enforcement form.
A. The Non-enforcement Request, Notary Page and Non-enforcement Information
form shall be submitted to the Hamilton County Surveyor’s Office at the same time
subdivision Drain Petition is filed.
B. Request shall be on the standard form, as supplied by the Surveyors Office.
C. The form shall be completely filled out with the following information:
1. Name of individual, firm, partnership or corporation filing secondary plat.
2. Name of drain.
3. Name of subdivision including section if applicable.
4. Plat cabinet and slide number of Plat Recording.
5. Signed by individual or officer of firm or corporation or general or managing
partner of partnership. Show printed name of signatory and his or title if done by
firm, corporation or partnership.
D. Surveyor shall fill out the blank labeled “Other Conditions”.
E. The form must be signed by, and have printed name of owner of record as shown on
the records with the Hamilton County Auditor.
F. With this form, submit one check for one-hundred ($100.00) dollars, made
payable to the Hamilton County Treasurer.
G. Permit fee is a non-refundable review fee.
