D-1652-03 AS AMENDED AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL~ INDIANA~ AUTHORIZING AND APPROVING AN ADDITIONAL APPROPRIATION OF FUNDS TO THE. POLICE DEPARTMENT BUDGET FROM TIlE GENERAL FUND OPERATING BALANCE TO PAY FOR THE "KEYSTONE AVENUE ENFORCEMENT PROGRAM" WltEREAS, the City of Carmel Police Department is responsible for enforcing traffic laws and providing public safety services to motorists, pedestrians and the public at large within the City of Carmel, Indiana; and WHEREAS, recent serious traffic accidents on Keystone Avenue (U.S. 431) within the City limits, including the recent fatal collision between a tractor-trailer and an automobile that involved excessive speed and failure to obey automatic traffic signals, clearly shows the public safety threat created by motorists who exceed the speed limit, disregard automatic signals and fail to yield the right-of-way on that highway; and WI~,REAS, there is an immediate need to pay overtime to Carmel Police Department officers to allow them to begin a program of increased patrols on Keystone Avenue between 96th Street and 146th Street in order to better enforce these traffic laws to protect the public safety and welfare (the "Keystone Avenue Enforcement Program"); and WHEREAS, the money needed for the Keystone Avenue Enforcement Program was not anticipated when the 2003 Operating Budget of the City of Carmel was prepared and approved; and WI-IF, REAS, an mount of Thirty-One Thousand Dollars ($31,000.00) is needed to cover these unanticipated expenses in the 2003 budget of the Carmel Police Department; and WlllgREAS, the City of Carmel has excess funds in the amount of Thirty-One Thousand Dollars ($31,000.00) in the operating balance of the General Fund to appropriate to the appropriate line item for this unanticipated expense; and WHEREAS, proper taxpayer notice has been given regarding such appropriation. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, that the following additional sum of money is hereby appropriated out of the General Fund for the purposes specified, subject to applicable laws, as follows: $31,000.00 From The GENERAL FUND OPERATING BALANCE To CARMEL POLICE DEPARTMENT BUDGET Line Item #120 Keystone Avenue Enforcement Program $31,000.00 Page One of Two Pages Prepared by Douglas C.
