ORDINANCE NO. D-1646-03
AS AMENDED
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
ADOPTING CHAPTER 4, ARTICLE 1, DIVISION III, SECTION 4-3L
OF THE CARMEL CITY CODE
WHEREAS, the City of Carmel has recently constructed a new firing range ("Carmel Firing
Range") for use primarily by public safety officers and related personnel from Carmel and from other
partnering communities and law enforcement agencies; and
WHEREAS, it is meet and right to recover a portion of the City's costs and expenses in
constructing, operating and/or maintaining the Carmel Firing Range by charging a reasonable fee to non-
City of Carmel employees and other law enforcement and public safety partners who are authorized and
desire to use the Carmel Firing Range; and
WHEREAS, the fee schedule set forth hereinbelow is hereby approved and adopted and shall
apply to all non-City of Carmel employees and other law enforcement and public safety partners who are
authorized and desire to use of the Carmel Firing Range, and the same shall be codified in the Carmel City
Code as follows.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel,
Indiana, that:
Section 1. The foregoing Recitals are fully incorporated herein by this reference.
Section 2. Chapter 4, Article 1, Division 1II, Section 4-31 of the Carmel City Code is hereby
adopted and shall read as follows:
"Sec. 4-31 Carmel Firing Range Fee Schedule.
(a) The Carmel Chief of Police, or his designee, is hereby designated as the City
official who shall authorize persons to use the Carmel Firing Range for firearms practice,
demonstrations and similar activities ("Firearm Training").
(b) The Carmel Chief of Police, in his sole discretion, may allow City employees
and public safety partners of the City to use the Carmel Firing Range at no cost or for
a reduced fee.
(c) The following fee schedule is adopted for the authorized use of the Carmel
Firing Range', unless such use is exempt from fees pursuant to Section 4-31(b) above:
$200.00 per eight-hour day or any portion thereof
$100.00 per four-hour half day or any portion thereof

(d) All funds collected pursuant to this Section shall be deposited in The
Continuing Education And Training Fund - Account #210."
Section 3. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance
are hereby repealed as of the effective date of this Ordinance.
Section 4. This Ordinance shall be in full force and effect from and after its passage, signing by
the Mayor and such publication as is required by law.
