D- 1636 -03 SPONSOR: Councilor Snyder AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING AND APPROVING AN ADDITIONAL APPROPRIATION OF FUNDS TO THE COMMON COUNCIL BUDGET FROM THE GENERAL FUND OPERATING BALANCE WHEREAS, on March 3, 2003, the Carmel Common Council passed its Resolution No. CC- 03-03-03-01, supporting therein the actions of the US 31 Coalition regarding the design of the US 31 Improvement Project and approving the appropriation of Ten Thousand Dollars ($10,000.00) to contribute to that Project, a copy of which Resolution is attached hereto and incorporated herein as Exhibit A; and WHEREAS, the need for this appropriation was not anticipated when the 2003 Operating Budget of the City of Carmel was prepared and approved; and WHEREAS, an amount of Ten Thousand Dollars ($10,000.00) is needed to cover unanticipated expenses in the 2003 budget of the Common Council; and WHEREAS, the City of Carmel has excess funds in the amount of Ten Thousand Dollars ($10,000.00) in the operating balance of the General Fund to appropriate to the appropriate line item for this unanticipated expense; and WHEREAS, proper taxpayer notice has been given regarding such appropriation. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, that the following additional sum of money is hereby appropriated out of the General Fund for the purposes specified, subject to applicable laws, as follows: $10,000.00 From The GENERAL FUND OPERATING BALANCE To COMMON COUNCIL BUDGET Line Item #404 -07 U. S. 31 Coalition $10,000.00 This Ordinance shall become effective upon its passage and execution by the Common Council and the Mayor as required by law. CC- 03- 03 -03 -01 (Formerly Resolution No. CC- 12- 02- 02 -03) Sponsor(s): Councilor Snyder A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, SUPPORTING THE ACTIONS OF THE HAMILTON COUNTY COUNCIL TO WORK WITH THE US 31 COALITION ON THE DESIGN OF THE US 31 IMPROVEMENT PROJECT WHEREAS, well defined long term planning benefits the City of Carmel "City and the community at large; and WHEREAS, the U.S. 31 Task Force has worked over six years to study US 31 and the Meridian Corporate Corridor to ensure its vitality and viability into the future; and WHEREAS, the long -term viability of the Meridian Corporate Corridor is essential to the City, Hamilton County, the Indianapolis region, and the State of Indiana; and WHEREAS, the City and Clay Township have maintained a high level of development in the Meridian Corporate Corridor through various long -range planning efforts; and WHEREAS, the US 31 Task Force intends to continue to communicate its expectations with the Indiana Department of Transportation "INDOT regarding the U.S. 31 Improvement Project; and WHEREAS, the Hamilton County Council at their November 6, 2002, meeting resolved to appropriate $15,000 at their December 4, 2002, meeting to work with the US 31 Coalition regarding the design of the US 31 Improvement Project; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel of Carmel, Indiana, that: Section One: The Common Council will support the actions of the Hamilton County Council to work with the US 31 Coalition in representing the interests of Hamilton County and the City of Carmel to INDOT. Section Two: The Common Council will introduce an Ordinance to appropriate $10,000 to the US 31 Coalition at a future meeting of the Council in order to accomplish the aforementioned goals. Section Three: This Resolution shall be in full force and effect from the date of passage, and its publication, as provided by law.
