HomeMy WebLinkAboutD-1643-03 Retiree Health InsSponsor: Councilor Carter ORDINANCE D-1643-03 (As Amended) AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CHAPTER 2, ARTICLE 3, DIVISION II, SECTION 2-38 OF THE CARMEL CITY CODE WHEREAS, on August 17, 1998, the Carmel Common Council passed Ordinance D-1377-98, by which the City agreed to pay a portion of the health insurance premium for retirees with 20 or more years of service to the City; and WHEREAS, the intent of that ordinance was to reward long-term employees for their service to the City by relieving the financial burden health insurance costs place on a retiree; and WHEREAS, the maximum monthly health insurance premium mount paid by the City has remained at $350 since 1999, while the actual premium cost to retirees has risen by more than 150% since then; and WHEREAS, the amount ora retiree's health insurance premium paid by the City should be adjusted periodically to reflect the rapidly rising cost of health insurance. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section I: Chapter 2, Article 3, Division II, Section 2-38(c) of the Carmel City Code is hereby amended to read as follows: Sec. 2-38 Health Insurance. "(c) Retiree insurance. The City shall contribute 50% of the monthly employee- spouse premium for retirees who have 20 years of active service with the City, plus an additional 1% for each additional six months of service, up to a maximum of 75% of the employee-spouse premium (or 75% of the employee-only premium if the employee is unmarried or the spouse is not covered by the City plan), provided that the City's insurance premium contribution shall not exceed $600 per month or $7,200 per year. Coverage for other eligible dependents may be continued at the retiree's expense. The Carmel Common Council shall review the amount and the terms of retiree insurance contributions no less frequently than every four years during the year of the general election of City officials." Section II: The remaining provisions of Carmel City Code Chapter 2, Article 3, Division II, Section 2-38 are not affected by this Ordinance and shall remain in full force and effect. Section III: All City ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance.
