HomeMy WebLinkAboutD-1644-03 Amend Longevity PaySponsor: Councilor Battreall ORDINANCE D-1644-03 (As Amended) AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CHAPTER 2, ARTICLE 3, DIVISION II, SECTION 2-51 OF THE CARMEL CITY CODE WHEREAS, the City of Carmel awards its employees longevity pay for each year of full-time service to the City; and WHEREAS, longevity pays encourages employees to remain with the City and thereby eliminate the loss of experience, efficiency and productivity that are the result of employee turnover; and WHEREAS, longevity pay has remained constant at $150 per year of service for over twenty (20) years; and WHEREAS, the rate of longevity pay must be adjusted periodically in order to minimize the effects of inflation and ensure that it is at a level sufficient to achieve the desired effects. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section I: Chapter 2, Article 3, Division II, Section 2-51 of the Carmel City Code is hereby amended to read as follows: "Sec. 2-51 Longevity. (a) Subject to the conditions listed in (b) throu~ (d) below, each full-time employee of the City shall receive $200 longevity pay for each year of full-time service to the City, up to a maximum of twenty-five (25) years or $5,000. (b) An employee must have been employed full-time for a minimum of six (6) months during any calendar year to receive credit for service in that year. (c) Longevity pay shall accrue on December 31 of the year in which it is earned, and shall be included in the employee's hourly rate of pay in the year immediately following. All entitlement to longevity pay shall cease when the employment relationship is terminated. (d) Should an employee have an interruption in employment of 90 or fewer calendar days, the employee shall be entitled to full credit for service prior to the interruption. After an interruption of more than 90 calendar days, a returning employee shall be treated as a new employee for purposes of calculating longevity pay and shall not receive credit for prior service, unless specifically required by applicable law. (e) The Carmel Common Council shall review the amount and the terms of longevity pay no less frequently than every four years during the year of the general election of City officials." Section II: All City ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance. of Section III: This Ordinance shall be in full force and effect on January 1, 2004.
