Cityof C IiNDIA0 CARMEL PLAN COMMISSION OCTOBER 19, 20211 MEETING MINUTES Location: Council Chambers Room,2nd Floor,Carmel City Hall Members Present: Brad Grabow,Jeff Hill,Carrie Holle,Nick Kestner,Alan Potasnik,Kevin Rider, Sue Westermeier, Christine Zoccola Members Absent:Josh Kirsh Staff Present: Mike Hollibaugh,Adrienne Keeling,Rachel Keesling,Joe Shestak Legal Counsel: Sergey Grechukhin Time of Meeting: 6:00 PM Declaration of Quorum:President Grabow: 8 members present,we have a Quorum Approval of Meeting Minutes: A Motion made by Rider and seconded by Zoccola to approve the Sept.21,2021 PC meeting minutes. Approved 8-0,absent Kirsh Reports,Announcements&Department Concerns:Rachel Keesling 1. Outcome of Projects at Committees: a. Commercial: i. Docket No. PZ-2021-00099 ADLS Amend: Ed Martin Service Bay Add.—Approved 4-0 with conditions b. Residential: Cancelled due to no items to review 2. Update on GOAT Rezone: Rachel Keesling: I've been in talks with the Petitioner.They want to use B2 zoning with limiting the uses of the B2 zoning and will provide us a Development Plan.They hired local architect,Dan Moriarity to help the design of the GOAT. Public Hearing: Brad: Explained the Rules of Procedure for a public hearing.30 minutes will be allowed for the presentation of the Comp Plan Update,and then we will determine the amount of time allowed for public comments depending on the number of people who wish to speak tonight. The public hearing will not be closed tonight,and comments will be accepted when Comp Plan Update comes back to the full Plan Commission.Kevin: If the public can submit their questions and comments prior to each Committee meeting. Brad: The City has provided a website that has a feedback feature to allow the public to provide their comments on the individual sections of the Comp Plan draft. We ask the public to use this method instead of submitting emails and letters directly to the Plan Commission secretary,Joe Shestak. 1. TABLED TO NOV. 16-Docket No.PZ-2021-00160 CA: W.Main St.Block C2,Commitment Amendment. 2. Docket No.PZ-2021-00177 CP: Carmel Clay Comprehensive Plan Update. The applicant seeks to update and reformat the Carmel Clay Comprehensive Plan.Filed by the Department of Community Services on behalf of the Carmel Plan Commission. Petitioner: Adrienne Keeling,Dept. of Community Services: • Every decade we update our Comprehensive Plan and look to refine our goals for the next 10 years • We look to align the emerging development and redevelopment patterns within the Comp Plan 1 Plan Commission Meeting Minutes 10-19-21 • Over the last 10 years,a lot of things have changed with technology,mobility, development character,and public spaces within the Comp Plan • We have assembled a project team of consultants. With me this evening is Mark O'Neall of Greenstreet Consulting. Also working with Mark, is Yard&Company out of Cincinnati. Mark O'Neall,Greenstreet: • We kickoff our Comp Plan Update in August 2020. We began working with DOCS,and City Staff. We launched an online survey and received 700 responses.In the Spring 2021,we hosted 4 live webinar sessions and conducted in-person engagements throughout the City.In the Summer 2021,we hosted in-person engagements at the City Gazebo. • The top 3 results from the survey of what people valued most about Carmel are safety,walkability/bike ability, and high quality of public amenities • The top 3 results from the survey of what things are important to you 10 years from now are well maintained streets and neighborhoods,affordability, and walkable and bikeable destinations • The remaining schedule of meetings will be posted and updated on the Comp Plan website Adrienne Keeling: • We will continue to update the website with future meeting dates and the next steps for the draft • Our public meetings and Talk of the Town Series are viewable on the City's YouTube page • The website contains a PDF of the draft of the Comp Plan • The primary components of the update include the Policy Goals and Objectives,Development Patterns, Street Typologies, Streetscape Facilities, and Sub Area Plans.At this time there are no revisions to the Sub Area Plans • Presented a map of the development patterns. The development pattern areas we are proposing are Michigan Rd. Corridor,Downtown, Downtown West,Downtown East,West Neighborhoods,Estates, East Neighborhoods,and White River. • Presented Throughfare Plan map. Street types include Arterial,Boulevard, Local,Yield, Shared,Paseo,and Alley • Presented Mobility and Pedestrian Plan and Bicycle and Pedestrian Loops. Types of trails include Greenway, Mobility Lane,Multi-use Path,and Sidewalk • Curb-side and pick-up deliveries are more common now,and we are looking to add these areas to our streets • The provide feedback form on the website allows you to select the section of the Comp Plan you can comment on. Staff will track and group these comments in a spreadsheet that will be viewable in Laserfiche. Brad: This is the public hearing portion of this meeting. Can you raise your hand if you wish to speak tonight? 12 people raised their hands. I will allow 2 minutes per speaker,for a total of 24 minutes. Public Comments: Charlie Demler,Johnson Addition: Only 1%of the Cannel population showed up to these pop-up events. We need to reach out to more than 1%.A 6-story condo/apt building right next to residential should not be allowed. We have too many apartments already in downtown Cannel. I'm hoping the PC can really look into what the residents of neighborhoods want,and we don't want a 6-story apartment building looking down at us. Leslie Webb,Cannel Green Initiative: We have focus on sustainability over the last 10 years.We want to express our support for the environmental initiatives outlined in Section 1.6. for the climate action plan and use of solar panels. Bill McGinnis, West Cannel: 2.5 story limit buildings on the west side of Cannel should remain the limit. I don't want to see a lot of granny shacks be allowed and built up in established neighborhoods. We need to establish ways to slow down the cars on our roads,because I'm concern for the safety of bikers and pedestrians who use these roads. Jack Russell,One Zone Chamber of Commerce: I want to thank DOCS with this process. We believe the plan in front of you has great example of community input and it's a document that will give our community a good game plan moving forward. Dee Fox,West Cannel: I sent in a letter.I request that the PC removes this draft plan intent to invade Cannel's established residential areas with increased density and excessive commercial development. West Cannel area is unique and irreplaceable. Homeowners chose their home location based on the current Comprehensive Plan and zoning. 2 Plan Commission Meeting Minutes 10-19-21 Jill Meisenheimer,Cannel Citizens for Responsible Zoning: I would like to discuss some of the letters that were sent. Of the 34 total letters sent(to-date),25 of them were sent from West Cannel residents, 14 of them from Spring Lake Estates, Ifour from Jackson's Grant,two from the east side,and two from downtown.Most of them were not aware of the surveys and webinars. The City's proposed Comp Plan is not just an update,but a major change and expansion in the types and locations of increased intensity development that would be promoted throughout all parts of Cannel. Kathy Stetler, Spring Lake Estates: Our neighborhood consists of 44 homes. When I had my home built 20 years ago, we were surrounded by farmland.It was zoned all residential and we assumed it would remain residential. When the IU hospital came to Cannel,they left the 450-ft forest area to the south of us,and kept it zoned residential. The hospital worked with the residents of Spring Lake Estates.We want this area to remain as a sensitive residential area Dave Gagliano,Johnson Addition: So many good things have happened with the downtown area. My concerns are with the amounts of density that it relates to the single-family residential verses multi-family complexes. I think of the Allisonville Road area how it is now verses 30 years ago. The downtown Cannel can end up like that. Limit the number of Airbnb opportunities and accessory dwellings. Sima Sciopu,Queens Manor HOA president: What does the term hospitality mean?Is that a hotel or a restaurant?How is a parking structure defined?One of our neighbors has a 450-parking lot on a residential property. They are hosting venue that should not be allowed in a residential zoned area.Clearly that should not be happening. Where should hospitality be taking place?What parking structures should be allowed?We need to clearly define this. Judy Hagan, Spring Mill Place: Can the development pattern summary and typical corridors be clarified?Need more clarification of the White River development pattern. I have concerns of the Monon Greenway allowing buildings up to 5- stories.The photo in the comp plan shows trees and canopy. What does this area exactly look like? IA.J.Navarra,Jackson's Grant: There's been a lot of good development.Only 1%of the residents gave their input.That's not a majority of input. Walkability and bike-ability is overused. I don't need the ability to bike in my neighborhood or to the grocery store. One size does not fit all. Try to get more public input and awareness. Limit the amount of density and commercial development that is allowed. Ron Houck, Spring Mill Place: The general concept of this update is to genericize the planning through many objectives without much specificity. While this provides a lot of latitude it also presents little to protect existing residential developments from intrusive uses. Form-based decision making only dictates the aesthetics and not the impact of the use on the surrounding area. Some questionable recommendations: The climate here may make rooftop green landscaping challenging. We tried a living wall with the Franciscan Hospital,and it was not considered feasible.Green initiatives such as using LEED and WELL policies will only work if required,as I assume,they will increase building costs and be rejected by developers.The same is true for the use of solar. One suggestion of using paid parking stated in Objective 1.8.3 in some areas is questionable as this will drive people away from businesses and retail. I doubt that any other suburban cities of our size are using such a strategy.This may work in large urban areas but not in cities of our size and demographics.Augmented standards for arterial and boulevard roads suggest on-street parking which doesn't seem appropriate.One section uses the term "Paseo",which is a Spanish term, instead of walking paths,which is what Paseo refers to. Why use this term?The Thoroughfare Plan Recommended update has many boulevard designations on east-west roads which carry requirement of 3 lanes in Street typology. I question whether this is practical in all the designated areas. Rebuttal to Public Comments: Adrienne Keeling: • I would like to take some time to digest all the comments that were given, and we will work in them in the appropriate sections when we discuss them at future committee meetings. ICommittee Comments: Christine: If we are going section by section,are you looking for more big-picture comments at tonight's meeting?Brad: Normally,we provide guidance to the petitioner,but we tonight we are the petitioner. We will have multiple opportunities to address these comments and questions at future committee meetings. Christine: Many of us,with myself included have concerns about density,and will address those concerns. 3 Plan Commission Meeting Minutes 10-19-21 Jeff: We need to continue to get the word out and let the public know about it. If there are creative ways to get the word out, we need to do so. Carrie: What other communication do we have between the public and the next session. Adrienne Keeling: We will post it to the comp plan update website, a weekly City e-newsletter, and an email distribution list. Carrie: Can we include this information to the Carmel HOA boards?Adrienne Keeling: The Cannel e-newsletter has a vast list of current and known HOA boards as well as the small business owners. Kevin: The Department of Community Relations has a comprehensive list of HOA presidents. A Motion made by Rider and seconded by Westermeier to send PZ-2021-00177 CP to the Comprehensive Review Committee on Nov.2,2021 with the full Plan Commission having final approval.
