AND SCHEDULE B THEREOF~ ESTABLISHING A THREE-WAY
STOP INTERSECTION AT LAKESHORE DRIVE EAST
AND BRIAR CREEK PLACE
WHEREAS, the City of Carmel has adopted a Code of Ordinances
which constitute the City Code of Carmel, Indiana; and
WHEREAS, said Code of Ordinances provides for traffic control
and the establishment of Stop intersections at Chapter 41.08; and
WHEREAS, it is in the best interests of the citizens of the
City of Carmel that City Ordinance 41, Section 41.08, and
Schedule B thereof, be amended to establish a three-way vehicular
traffic stop at the intersection of Lakeshore Drive East and
Briar Creek Place, Carmel, Indiana;
THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF CARMEL, INDIANA, THAT:

Dear Mayor Hancock:
As per your request, this office in conjunction with the
Street Department, conducted a 12 hour count at the
intersection of Lakeshore Drive East and Briar Creek Place.
Following are the requirements for a multiway stop, as set
out in the Indiana Manual on Uniform Traffic Control Devices
for Streets and Highways:
1. Where traffic signals are warranted and urgently needed,
the multiway stop is an interim measure that can be installed
quickly to control traffic while arrangements are being made
for the signal installation.
2. An accident problem, as indicated by a least five or more
reported accidents of a type susceptible of correction by a
multiway stop installation in a 12-month period. Such
accidents include right and left-turn collisions as well as
right-angle collisions.
Minimum traffic volumes:
(a.) The total vehicular volume entering the intersection
from all approaches must average at least 500
vehicles per hour for any 8 hours of an average day,
and
(b.)
The combined vehicular and pedestrian volume from the
minor'street or highway must average at least 200
units per hour for the same 8 hours, with an average
delay to minor street vehicular traffic or at least
30 seconds per.vehicle during the maximum hour, but
(c.)
When the 85-percentile approach speed of the major
· street traffic exceeds 40 miles per hour, the minimum
vehicular volume warrant is 70 percent of the above
requirements.

The Carmel Police Department reported there was no accidents
at this intersection within the last 12 months.
There was a total of 35 pedestrians during the entire 12 hour
count.
Upon checking the summary sheet (attached), please note the
hourly volume of vehicles entering the intersection is
rather low.
Since this intersection fails to meet any of the above
requirements 1, 2, 3 a,b, & c, a multi-way stop sign is not
warranted at this location.
