Applicant's and Owner's Consent to and Joinder in Application
Cityscape Residential, LLC, its successors and assigns, as the "Applicant" and Bridges Apartments, LLC, as the
"Owner", per their signature and consent below, as it applies to a parcel of real estate that is identified per the records of
the Hamilton County, Indiana Auditor's Office as Tax Parcel Identification Number 17-13-02-00-00-001.017 ("Real
Estate"), collectively and individually state as follows:
1. The Applicant is seeking ADLS and Development Plan approval for Real Estate before certain bodies of
the City of Carmel, including but not limited to, the City of Carmel Plan Commission, in order to develop
the Real Estate for a residential apartment community ("Application").
2. In addition, if the Applicant determines that other approvals may be required or deemed necessary,
(collectively the "Other Approvals"), the foregoing Consent and Joinder in Application shall apply to the
Application and for any Other Approvals sought by the Applicant pertaining to the development of the
Real Estate.
3. The Applicant also authorizes its employees, engineers, land planners, attorneys, attorney's employees
and agents, as follows to (i) file the Application with respect to the Real Estate; (ii)
pursue the approval of the Application and Other Approvals, as such may be required; and, (iii) act on
behalf of the Applicant with regard to the Application and Other Approvals.
1. The Owner also authorizes the Applicant and the Applicant's employees, engineers, land planners,
attorneys, attorney's employees and agents, as follows: (i) to file the Application with respect to the Real
Estate; (ii) to pursue the approval of the Application and Other Approvals, as such may be determined by
the Applicant; and, (iii) to act on behalf of the Owner with regard to the Application and Other Approvals

Cityscape Residential ADLS Application for The Steadman apartment community at the Bridges
The applicant, Cityscape Residential, LLC ("Cityscape") has filed this ADLS/DP application
pertaining to proposed residential apartment community to be known as "The Steadman" which will be
developed on real estate within the Bridges PUD District. The subject site consists of approximately 12.5
acres and is located at the northeast intersection of Spring Mill Road and 1111h Street (the "Real Estate").
By way of background, the Real Estate is within the Bridges PUD District and subject to the Bridges
PUD which was approved by the City Council in 2011. In this regard, the proposed use, a multi -family
apartment community, is a permitted use in the Bridges PUD. Thus, the ADLS/DP application is for review
and approval of the site plan and related ADLS plans. Further, while the Bridges PUD would allow up to
a maximum of 300 multi -family units on the Real Estate, Cityscapes proposal is for approximately 260
units.
Cityscape is a Carmel based company owned by Carmel residents. The partners at Cityscape have
developed in the Indianapolis metro area for over 30 years, including some of the first developments in both
Carmel City Center and the Carmel Arts & Design District.
Cityscape's vision for the The Steadman is that of a luxury apartment community offering high
quality amenities to its residents. As a result, Cityscape anticipates that the rental rates for these units may
be near the top end of the Carmel rental marketplace.
Included with this application are all ADLS/DP plans for the proposal.
