Indiana. Per our discussion and walkthrough, it is our understanding Carmel Fire Department requested a preliminary code review
for the existing structure to review any compliance issues with the 2014 IBC and IFC.
Per the attached enclosures, we have provided our preliminary review based on the conceptual design currently in place. Please

PROJECT DESCRIPTION
This review consists of a preliminary code review of an existing building located at 1077 3rd Ave SW in Carmel,
Indiana. This building was previously utilized at the Williams Comfort Air/Mister Plumber Office, Warehouse and
fabrication facility.
Existing Building
The existing building consists of a warehouse and business area separated by what we assume to be a concrete
masonry unit separation wall. While the building is contiguous, it is essentially separated into what we have
deemed as the office area (west building) and warehouse/fabrication and some office space (east building). The
west building is wood framed with an exterior of brick masonry and exterior insulation finish system (EIFS). The
east building is constructed of what appears to be a load bearing, fluted, concrete block masonry wall system with
a steel roof framing system and deck. At the rear area of the east building, there are five large, overhead doors,
one having a recessed truck dock area. The majority of the rooms contain wood framing structure and walls for
the rooms. In April of 2010, a Construction Design Release (CDR) was issued by IDHS for a renovation/remodel
(SBC No. 345237 – See attached, which appears to be the last date of any known construction activity for the
facility. This indicated the occupancy type was a mix of B, F-2 and S-2.
The existing first and second floors are approximately 9,510 sf and 8,141 sf respectively. The eastern section of
the building is comprised of concrete masonry units and steel roof deck and framing. The eastern building
consists of an exterior masonry structure on the lower portion with wood framed walls. The upper area consists of
an EIFS exterior with wood framing. The original building (prior to 2010) was covered with a wood framed,
mansard-style roof system. In 2010, a part of the second floor was built out with a new EIFS exterior and new roof
system which enclosed a majority of the mansard roof which was then left in place.
Proposed New Construction/Use:
The new project consists of changing the use of the facility to a new fitness facility (A-3) Occupancy, with
amenities including locker rooms, support areas and an exterior operable dome structure for additional work-out
space. Support areas would include yoga and stretching rooms, cryotherapy, massage, compression and other
types of support for those using the fitness facility.
Both the first and second floors would be fully demolished, including stairs, walls, floor/ceiling structure and
associated elements. Additionally, our design includes the removal of the existing wood mansard roof system still
located within the interstitial space of the second-floor area. The only rooms currently being considered for re-use
within the new design include the existing mechanical and electrical rooms located in the southern area of the
western portion on the first floor. New rated fire stairs, a 3,500-pound elevator and a fully compliant sprinkler
system are included in our design. Furthermore, in order to provide taller ceilings, the structural framing system
shall be designed with structural steel columns with a composite steel deck. For the review provided below, we
have assumed a Type V-B Construction due to the wood elements that remain within the exterior walls of the
west building.

A new “DynaDome” will be installed along the eastern wall of the east building. This feature allows for a gym area
that is provided with an exterior metal and glass enclosure which includes a moveable wall/roof feature that has
been utilized in a variety of facilities throughout the country (see more information at www.dynadome.com). This
moveable structure allows for a portion of the work out/gym area be open to the outside air when weather
permits. We will be coordinating the construction of this to ensure the new sprinkler system covers this area as
well. The additional dome area would bring the first floor to a total area of approximately 12,458 sf. The
modifications to the second-floor area would reduce it approximately 6,900 sf.

Section 504.2 – Automatic Sprinkler System Increase
Where a building is equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1, the value specified
in Table 503 for maximum building height is increased by 20 feet and the maximum number of stories is increased by one. These increases are
permitted in addition to the building area increase in accordance with Sections 506.2 and 506.3. For Group R buildings equipped throughout with
an approved automatic sprinkler system in accordance with Section 903.3.1.2, the value specified in Table 503 for maximum building height is
increased by 20 feet and the maximum number of stories is increased by one, but shall not exceed 60 feet or four stories, respectively.
Therefore, the building now has an allowable height of 2 stories and 60-feet.

506.1 General
The building areas limited by Table 503 shall be permitted to be increased due to frontage (If) and automatic sprinkler system protection (Is) in
accordance with Equation 5-1:

506.2 Frontage Increase
Every building shall adjoin or have access to a public way to receive a building area increase for frontage. Where a building has more than 25 percent
of its perimeter on a public way or open space having a width of not less than 20 feet, the frontage increase shall be determined in accordance with
Equation 5-2:

506.2.1 Width Limits
To apply this section the value of W shall be not less than 20 feet. Where the value of W varies along the perimeter of the building, the
calculation performed in accordance with Equation 5-2 shall be based on the weighted average calculated in accordance with Equation 5-3 for
portions of the exterior perimeter walls where the value of W is greater than or equal to 20 feet. Where the value of W is greater than 30 feet, a
value of 30 feet shall be used in calculating the weighted average, regardless of the actual width of the open space. W shall be measured
perpendicular from the face of the building to the closest interior lot line. Where the building fronts on a public way, the entire width of the public
way shall be used. Where two or more buildings are on the same lot, W shall be measured from the exterior face of each building to the
opposing exterior face of each adjacent building, as applicable.

506.3 Automatic Sprinkler System Increase
Where a building is equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1, the building
area limitation in Table 503 is permitted to be increased by an additional 200 percent (Is = 2) for buildings with more than one story above grade
plane and an additional 300 percent (Is = 3) for buildings with no more than one story above grade plane. These increases are permitted in addition to
the height and story increases in accordance with Section 504.2.
Exception: The use of an automatic sprinkler system to increase the building area limitation shall not be permitted for the following conditions:
1. Buildings classified as a Group H-1 occupancy.
2. Buildings, or portions of buildings, classified as either a Group H-2 or H-3 occupancy. For buildings containing such occupancies, the
allowable area shall be determined in accordance with Section 508.4.2, with the sprinkler system increase applicable only to the portions
of the building not classified as Group H-2 or H-3.
3. Buildings where an automatic sprinkler system is substituted for fire-resistance rated construction in accordance with Table 601, Note d.

Chapter 6 – Types of Construction
Construction Type: VB
602.5 Type V
Type V construction is that type of construction in which the structural elements, exterior walls and interior walls are of any materials permitted by this
code.
Chapter 7 – Fire and Smoke Protection Features
Shafts constructed in accordance with Section 713. Shafts shall be one-hour rated as they do not exceed 2-
stories (Sec. 713.4).
Chapter 9 – Fire Protection Systems
The building will be provided with a full-sprinkler system as required per Sec. 903.2.1.3. This system is intended
to meet the requirements of NFPA 13 as per Section 903.3.1.1.

An automatic sprinkler system shall be provided for Group A-3 occupancies where one of the following conditions exists:
1. The fire area exceeds 12,000 square feet;
2. The fire area has an occupant load of 300 or more; or
3. The fire area is located on a floor other than a level of exit discharge serving such occupancies.

To determine the required egress width, we calculated the required width based on occupancy and egress type
(either stairway or egress doors) based on Section 1005.3. Minimum stairway width was calculated as follows:
196 Occupants x 0.2 = 39.2-inches (Sec. 1005.3.1, Ex). However, the minimum width of stairs per Sec. 1009.4
is 44-inches. Therefore, stairs shall be a minimum of 44-inches in width.
1005.3 Required Capacity Based on Occupant Load
The required capacity, in inches, of the means of egress for any room, area, space or story shall not be less than that determined in accordance with
Sections 1005.3.1 and 1005.3.2:
1005.3.1 Stairways
The capacity, in inches, of means of egress stairways shall be calculated by multiplying the occupant load served by such stairway by a means
of egress capacity factor of 0.3 inch per occupant. Where stairways serve more than one story, only the occupant load of each story considered
individually shall be used in calculating the required capacity of the stairways serving that story.
Exception: For other than Group H and I-2 occupancies, the capacity, in inches, of means of egress stairways shall be calculated by
multiplying the occupant load served by such stairway by a means of egress capacity factor of 0.2 inch per occupant in buildings equipped
throughout with an automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2.
1005.3.2 Other Egress Components
The capacity, in inches, of means of egress components other than stairways shall be calculated by multiplying the occupant load served by
such component by a means of egress capacity factor of 0.2 inch per occupant.
Exception: For other than Group H and I-2 occupancies, the capacity, in inches, of means of egress components other
than stairways shall be calculated by multiplying the occupant load served by such component by a means of egress capacity factor of 0.15
inch per occupant in buildings equipped throughout with an automatic sprinkler system installed in accordance with Section
903.3.1.1 or 903.3.1.2.
1009.2 Interior Exit Stairways
Interior exit stairways shall lead directly to the exterior of the building or shall be extended to the exterior of the building with an exit
passageway conforming to the requirements of Section 1023, except as permitted in Section 1027.1.
1009.3 Exit Access Stairways
Floor openings between stories created by exit access stairways shall be enclosed.
Exceptions:
1. In other than Group I-2 and I-3 occupancies, exit access stairways that serve, or atmospherically communicate between, only
two stories are not required to be enclosed.
Since the building shall be equipped with a full-sprinkler system, there are certain parameters that are provided
for through Chapter 10. These include the following:
§ Maximum Travel Distance is 250-feet (Table 1016.2)
§ Corridor rating is permitted to be 0-hours (Table 1018.1)
§ The maximum dead end corridor distance is 25-feet for an A-Occupancy (Sec. 1018.4)
Minimum corridor width is 44-inches per Table 1018.2

Exit Discharge Requirements:
Section 1027 Exit Discharge
1027.1 General
Exits shall discharge directly to the exterior of the building. The exit discharge shall be at grade or shall provide direct access to grade. The exit
discharge shall not reenter a building. The combined use of Exceptions 1 and 2 shall not exceed 50 percent of the number and capacity of the
required exits.
Exceptions:
1. A maximum of 50 percent of the number and capacity of interior exit stairways and ramps is permitted to egress through areas on the level of
exit discharge provided all of the following are met:
1.1 Such enclosures egress to a free and unobstructed path of travel to an exterior exit door and such exit is readily visible and identifiable
from the point of termination of the enclosure.
1.2 The entire area of the level of exit discharge is separated from areas below by construction conforming to the fire-resistance rating for the
enclosure.
1.3 The egress path from the interior exit stairway and ramp on the level of exit discharge is protected throughout by an approved automatic
sprinkler system. All portions of the level of exit discharge with access to the egress path shall either be protected throughout with
an automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2, or separated from the egress path in accordance
with the requirements for the enclosure of interior exit stairways or ramps.

The plans, specifications and application submitted for the above referenced project have been reviewed for compliance with the applicable rules of
the Fire Prevention and Building Safety Commission. The project is released for construction subject to, but not necessarily limited to, the conditions
listed below. THIS IS NOT A BUILDING PERMIT. All required local permits and licenses must be obtained prior to beginning construction work. All
construction work must be in full compliance with all applicable State rules. Any changes in the released plans and/or specifications must be filed with
and released by this Office before any work is altered. This release may be suspended or revoked if it is determined to be issued in error, in violation

In accordance with Section 19 of the General Administrative Rules (675 IAC 12-6-19) a complete set of plans and specifications that conform
exactly to the design that was released by the office of the state building commissioner shall be maintained on the construction jobsite as well as a
copy of the design release.
4G0411AA No change in the character or use of any building or structure shall be permitted which shall cause
the building or structure to be classiifed within a different occupancy group or within a different
division of the same occupancy group, unless such building or structure complies with or is made to
comply with the current rules of the Indiana Fire Prevention and Building Safety Commission for new
construction for the proposed revised use of the building in accordance with 675 IAC 12-4-11(c).
8B1606 Buildings shall be designed and constructed to sustain all dead, live, and environmental loads in
accordance with Chapter 16, IBC (675 IAC 13-2.5).
8B1013 Guards shall be designed in accordance with Section 1013.1, IBC (675 IAC 13-2.5)

12(c).

4G0411AA No change in the character or use of any building or structure shall be permitted which shall cause
the building or structure to be classiifed within a different occupancy group or within a different
division of the same occupancy group, unless such building or structure complies with or is made to
comply with the current rules of the Indiana Fire Prevention and Building Safety Commission for new
construction for the proposed revised use of the building in accordance with 675 IAC 12-4-11(c).
8B1606 Buildings shall be designed and constructed to sustain all dead, live, and environmental loads in
accordance with Chapter 16, IBC (675 IAC 13-2.5).
8B1013 Guards shall be designed in accordance with Section 1013.1, IBC (675 IAC 13-2.5)
8B1012A Stairways shall have handrails in accordance with Section 1012.1, IBC (675 IAC 13-2.5).
