ORDINANCE TO ESTABLISH FRINGE BENEFIT PROGRAM FOR EMPLOYEES OF
THE CITY OF cARMEL
WHEREAS, the Common Council of the City of Carmel desires
to establish a fringe benefit program for all of its employees
and which program may be continued from year to year until changed;
NOW THEP~FORE, be it ordained by the common Council of the
City of Carmel, to-wit:
That the following benefit program shall apply to all
departments and agencies:
HEALTH
INSURANCE:
That the city will contribute not less than 75 percent
of the premiums for single and family Blue Cross-Blue
Shield plans. All full-time probationary, Permanent,
and police and fire department employees shall be
eligible for health insurance coverage after 30 days
employment with the city.
LIFE
INSURANCE:
That

The city provides life insurance in the amount of
$10,000.00 for all full-time permanent employees
commencing with the first of the month next succeeding
the completion of the probationary period. Fire and
police employees will become eligible after completion
of 90 days of employment. Each employee is entitled
to $10,000 for life insurance and $10~000 accidental
death and dismemberment insurance. The city will pay ~t~
'matelv 98 percent of the premium cost.

Each full-time employee will earn one day of vacation
for each month of employment per year for a total of
12 days per annum. For employees who have completed
5 years of service with the city, effective with the
first of the month next following the 5th anniversary
of employment, the employee will earn 1 1/2 days
vacation vacation per month or a total of 18 days per
year.
Unused vacation as of December 31 of each year may be
carried forward and accumulated to a maximum of 30
days plus the vacation earned during the current year.
Unused vacation is eligible to be paid to the employee
upon leaving employment for any reason. Accumulated
vacation is transferable between any of the city's
departments.

Full-time probationary and permanent employees will earn
sick leave at the rate of one day per calendar month or
a total of 12 days per year. Personnel employed as of

one day per calendar month for a total of twentyone (21)
days for the year 1977. Unused sick leave may be accu-
mulated up to 30 days as of December 31 of any year plus
the earned sick leave for the current year. Unused sick
leave will not be paid to the employee upon leaving
employment with the city. sick leave may be taken in not
less than one-half day periods. No sick leave may be paid
during the probationary period. A doctor's certificate
may be required after extended illness or at any time at
the discretion of the Department Head.
Any city employee who is a member of the National Guard
or Reserves on active duty or training may be excused
from his work assignment for up to 15 days annually without
loss of pay. (The city may elect to pay the difference
between active duty pay and the regular salary or wage.)
The time away from the job shall not be charged against
the employee's vacation allowance.
Up to 3 days personal leave shall be granted annually
for a death in the immediate family or a major illness
of a member of the immediate family. The employee'S
supervisor may request evidence from a physician to
support the major illness.
Any employee who may be required to serve on a petit or
grand jury shall be reimbursed for the difference between
jury pay and the employee's daily rate.
Leaves of absences ~0r pregnancy may be requested by full-
time permanent employees. No pregnancy leave shall be
for a period longer than 90 calendar days. Full-time
permanent employees may receive leave of absences for
other purposed subject to the approval of the respective
elected official. Board of public Works and Safety or
other administrativebody- Upon approval, the employee
shall be eligible to be reinstated in the same or compar-
able postion upon returning to work.
RETIREMENT: Ail full-time permanent employees who work or expect to

The following holidays will be observed for all full-
time employees;

The Mayor may declare the city to be closed for general
business purposes on other specific days due to weather,
special eventS or for the general health and welfare of
the city's employees- Personnel required to work on any
holiday or special day shall be entitled to a compensa-
tory day off.
Any holiday 'which falls on Saturday or Sunday will be
honored on the preceding Friday or the succeeding Monday.
To be eligible for holiday pay an employee must work
the day before and the day after the holiday or be
eligible to receive pay for the work day prior to the
holiday and the work day after the holiday.
Those employees not in supervisory capacity shall be
paid time-and-one-half for hours worked over forty hours
in the work week, or one-and-one-half hours compensatory
time off for each overtime hour worked in the same work
week. All overtime must have the advance approval of the
supervisor and be in accordance with budgetary limitations.
Superintendents and supervisors required to work over
45 hours in a work week shall be eligible to overtime pay
at a straight time rate or compensatory time off on a
straight time basis. The department head shall determine
whether compensatory time off or paid overtime will apply.
All employees are covered by the provisions of the state's
workmen's compensation laws. The city may supplement the
workmen's compensation payments to permit the employee to
receive his normal "take home" pay.
IT IS FURTHER ORDAINED by the Common Council of the City of
Carmel that the Board of Public Works and Safety may adjust any
personnel policy not specifically set by law or ordinance at any
time with adequate notice to those employees affected, and to the
Common Council of the'City of Carmel.
This ordinance shall be in full force and effect from and
after its passage.
