TOWN MANAGER'S DUT~S, OBLIGATIONS, AND RESPONSIBILITIES
BE IT ORDAINED BT THE BOARD OF TRUSTEES OF THE TOWN OF CARMEL, INDIANA:
1. T~at the position of To~U~ Manager for the Town of Carmel, Indis~a is herewith
estab]~.~hed pursuant to Burn's Indiana Statutes krun. Sec. 48-231
2. That the duties, obligations and responsibilities of the position of the Town
Manager sb~~ be as foll~.~s:
a. The Town Manager shall be responsible for the efficient operation of a21
Departments of the TOWn with the right to organize a~d set up procedures
~,lthin tho various Departments' In the organization and precedmu~s for the
Police Department, tho Tow~ ~ger shall operate with the advice and con-
sent of the Board of Police Cm,m~Lssioners.
b. The Town Manager shall h~ve supervisory control over sdl Town personnel,
with the exception of elected officers and shall have the right to emDloy
or discharge employees witktu statutory limits. In tho discharge of these
duties in regard to tho Police Department, ho shall operate with the advice
and consent of the Board of Police C~~&ssior~rs'
c. The Tow~ ~ager shall review and assist i~ all depar~mentsl budgets and
present said budgets to the T~ Board. of Trustees and tho Clerk-Treasurer
' for thoir review and final approval
d. The Town ~uag~ shall deal with a~l complaints and shall assemble avail-
able facts and statistics to aid tho To~m Board of Trustees in dealing
~ith major complaints and problems.
e. The Town Nanager shall advise the Town Board of Trustees of all events,
proposals or inquiries that may have an impact on the commmr~ty.
f. The Town ~uager sh~ll attend special and regular meetings of the Town
Board, Board of Zoniug Appeals, and Pla~ Commission ~ecessary for the
efficient plaything and operation of the To~m of Carmel. .
g. Tho Town M~ger m~y authorize the spend~ug of any amount up to and in-
cluding $500.00 for ar~ single purpose or purchase for tho Tovm of Carmel
without prior approval of tho Town Board of Trustees and in keeping with
I~dian~ State Board of Accounts regulationS.
h. The ToWn Nanager sh~J-l keep the T~n Board of Trustees apprised of all
budgetary expenditures and requirements as they occur.
i. This Ordinate shall be in i~11 force and effect from and after its p~ss-
age as provided by law and shall termir~te January l, 1976, unless re-
enacted by tho Town Board of Trustees thon in office.
J. Ax~ decision of tho To~rn Manager may be reversed or changed by a majority
vote of the Town Board of Trustees.
