On behalf of the Plan Commission's Residential Open. Space Task Force, I present to you the proposed
ordinance amendments that were approved by the Plan Commission at the October 20~ regular meeting.
These proposed ordinance amendments reflect an unprecedented amount of work put forth by members
: of the Task Force, citizens, and interested individuals, over an eighteen month period. This ordinance
· ' · 'development process was kicked off with a workshop by the renowned land planner Randall Arendt;
· included fourteen public meetings; two Plan Commission meeting~ and, concluded with a great deal of
'.: constructive dialog and fine tuning from members of the development community.
The draft ordinances before you were tested, without bias, by a land planning firm from outside the
Indianapolis region, and given favorable comments for being understandable and likely t¢~ result in a
quality residential product.
We have highlighted all proposed text amendments in hem type, except for ten in proposed Chapter
7.0 of the subdivision regulations, which is entirely nC~w..text.
It is my hope that you look upon our work with favor and feel confident our Task Force process has
yielded development ordinances which are right for Cannel.

RESIDENTIAL OPEN SPACE ORDINANCE- EXECUTIVE SUMMARY
L Zoning Ordinance ,Amendment (Chapten ~.0 thru 11.0 - Residential Zone Districts)
· Regulates Zone District density requirements for qualifying subdivisions, based on a sliding
scale, per the subdivision regulations, chapter 7.0.
Waves minimum area and dimensional standards for lots in qualifying subdivisions
Zoning Ordinance Amendment (Chapter 26.0- Additional Use Regulations)
· Establishes reduced minimum front setback dimensions for homes with front, side and rear
load garages in qualifying subdivisions
1TI, Subdivision Ordinance Amendment (Chapter 6.0 - Standards of Design)
· Exempts Minor Subdivisions from the open space standards.
Established options for treating perimeter lots in qualifying subdivisions.
1. by matching the lot area and dimensions of adjoining subdivision, or
2. using open space as a perimeter buffer

· Establishes open space standards for Major Subdivisions
· Establishes base density and standard open space requirements (SOSR) for qualifying (open
space) subdivisions

· Establishes a Density Incentive for qualifying subdivisions which exceed standard open
space requirement - a 2% increase in base density for each 1% increase open space.
Open space must be designed according within one ( 1 ) or more of the three ( 3 ) open space
categories, and a Open Space Schedule completed which shows categories used and acreage
of each.
· The three (3) open space categories include:
1. Natural Open Space. Includes all land areas set-aside in a naturally occurring state;
and used either.
2. Agricultural Open Space. Land areas set-a-side used for agricultural and/or
hortjcutuml uses, including pastureland.
3. Designed Open Space_- designed for passive or active recreational use within
neighborhood areas.
· Establishes general design standards for all forms of open space.
· Establishes design and protection standards for natural open space, in the form of Primary &
Secondary Conservation areas.
* Stormwater ponds may contribute up to 75% of the standard open space requirement.
· A density bonus is provided for projects which have a high open space requirement due to a
large percentage of primary conservation areas on site.
· Established a six different Open space ownership options which may be used, either
individually or in combination;
· Allows.up to 75% of a projects' open space requirements may be achieved through private
Conservancy Lots, with a minimum area of ten (10) acres.
· A Plan for Maintenance of Project Open Space Lands and Operation of Common Facilities
is required at the time of plan submission.
· The Director may enter the premises to ensure extended maintenance of open space.
· The Commission may grant modifications if within guidelines and if consistent with the
open space objectives.
