1. Docket No. PZ-2021-00212 DP/ADLS: 0 Veterans Way – Office Building.
The applicant seeks site plan & design approval for a new 3 story office building on 0.45 acres. The site is located
at 0 Veteran’s Way, which is at the NE corner of Veteran’s Way and 3rd Street SW. It is zoned C-2/Mixed Use
and is not located within any overlay zone. Filed by Dan Moriarty of Studio M Architecture & Planning.
Site Context:
This site is bordered by the Indiana Design Center to the north, Rangeline Office Building (multiple tenants) to the east,
and Velocity Motorsports across 3rd St. SW to the south. All are zoned C-2/Mixed Use District. The Allied Solutions
building is across Veteran’s Way to the west, zoned PUD (Z-599-15, Midtown Carmel). Please see the Petitioner’s Info

Project Details:
• 30,000 sq. ft. – 3 story building with two floors of recessed outdoor balcony area
• Building materials: brick, cast stone, metal panel, steel balcony framing, trellis over third floor balcony
• Building height: 3 stories at 53’4” tall to parapet
• Building design: Brick building with extensive detail on all four sides of the building, industrial style windows
that open at the bottom pane, two story recessed outdoor patio on the west side of the building
• Lot coverage: 80% required and proposed
• Parking (Please note there are no parking requirements in the C-2 district):
o On site – 5 spaces
o On-street pull in parking – 7 spaces
• Bicycle parking:
o 4 short term racks (8 spaces) provided; 4 spaces required for office use
o 6 long term parking spaces are provided adjacent to the lobby on the first floor (Encouraged amount
would be 2 spaces)
• Pedestrian Connectivity:
o 8.5-12’ wide sidewalk provided along Veterans Way
o 5’ concrete sidewalk provided along 3rd Street SW
DOCS Comments/Concerns:
1. Please revise the rendering/elevations to reflect the actual site plan showing pull in parking
2. Please revise the rendering/elevations to reflect where doors are located on the north and south facades
3. Sidewalk along Veterans Way – please widen to 12’ across the frontage – this may require landscaping to be
adjusted or removed
4. Sidewalk along 3rd St. SW – would also like to widen this if we can.
5. Signage – Please note that permits will be required for all signage for the building
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item
with the following conditions:
1. Final approval letters needed from: Engineering Dept., Utility Dept., Alternative Transportation Coordinator
2. Petitioner works with DOCS Staff to complete review process in Project Dox.
