ORDINANCE NUMBER
An ordinance to amend the Comprehensive Zoning Ordinance of the City of
Carmel and the Township of Clay, Indiana 1980, Ordinance Number Z-160
as amended.
Be it ordained by the Common Council of the City of Carmel, Indiana in
accordance with the provisions of I 36-7-4, that said Ordinance is here-
by amended as follows and to be effective upon adoption.
1. Add a new provision to be Numbered 25.11 Page 169 and to read
as follows:
25.11 Principal Dwelling Structure -- Minimum Width
Ail single family or duplex dwelling units shall be
required to be constructed with a width of no less
than twenty three (23) feet.
2. Add a new definition to Section 3.0 DEFINITIOn, S Page 16 and
to read as follows:
MANUFACTURED HOMES
IC 36-7-4-1106 established a defintion of a manufactured
home to be a dwelling unit designed and built in a
factory containing a seal certifying that the home was
built in compliance with Federal Manufactured Housing
Consturction and Safety Standards Law (42 U.S.C. 5401
et Seq) and applies to such homes that were built after
January 1, 1981. Manufactured homes which exceed 950
square feet may not be totally precluded by ordinance
from being located in various areas zoned for housing.
Add a new definition to Section 3.0 DEFINITIONS Page 17 and to
read as follows:
Occupied space means the total area of earth horizontally
covered by the structure, excluding accessory structures
such as, but not limited to garages, patios and porches.

Add a new section Numbered 32.0 and to be known as MANUFACTURED
HOMES and to read as follows:
32.0.1 Manufactured homes, as identified in this Section shall
be permitted in any area zoned for single family or ~.
duplex homes, however, in any sub-division which is
not specifically platted for manufactured homes the
number of manufactured homes located in said sub-division
shall not exceed ten (10) percent of the total number of
platted lots.

General Requirements
Manufactured homes shall meet the following requirements
and limitations:
Manufactured homes shall be required to meet the
minimum square footage requirements provided for
in any zoned area zoned for single family and duplex
homes.
The homes shall meet all requirements applicable to
single family or duplex homes and shall be subject
to all necessary improvements, location, building
and occupancy permits.
The homes shall be larger than 950 square feet of
occupied space, or meet the standards as required
by the appropriate zoning district, whichever is
greater.
The homes must be permanently attached to a solid
foundation extending down below the frost line a
minimum of thirty two (32) inches or on basement
walls. The space between the floor joists of the
home and the excavated area under floor grade shall
be completely enclosed with permanent perimeter
foundation or basement walls, except for required
openings.
e. The homes shall be covered with an exterior material
of one or more of the following types:
(1) Horizontal aluminum or vinyl lap siding
(2) Cedar or wood siding
(3) Weather resistant grain pressboard
(4) Stucco, block or stone; or
(5) Other materials approved by the Administrator
of the Department of Community Development.
Such materials shall extend over the top of
the foundation.
The homes shall have a roof composed of a material
customarily used on site built residential dwellings,
such as asbestos, fiberglass, shake, asphalt or tile,
which shall be installed onto a surface appropriately
pitched for the materials used.
Placement with Permit -
Manufactured homes not meeting the terms of this sub-section
shall be permitted only after receiving a variance approved
by the Carmel Board of Zoning Appeals or are located in an
approved Mobile Home Park.

Structural Alteration -
Any structural alteration or modification of a manufactured
home after it is placed on the site must be in full compliance
with the Carmel/Clay Zoning Ordinance and approved by the
Administrator of the Department of Community Development
and for which a building permit has been issued.
This Ordinance shall be in full force and effect from and after
its passage.
