DOCS DEPARTMENT REPORT TO THE COUNCIL
December 20, 2021
Woodland Golf Club Lots 23 and 24 Rezone (Z-671-21)
• Plan Commission Docket No. PZ-2021-00178 Z
• Rezone 2 lots in the Woodland Golf Club Subdivision from R-1/Residence to P-1/Parks
• The site is located at 37 Woodland Drive, adjacent to the Woodland Golf Club pool.
• Both parcels are currently undeveloped.
Planning and Zoning Analysis
• Comprehensive Plan (Comp Plan):
o Classifies this area as Suburban Residential, but it is directly adjacent to an area classified as Parks and
Recreation.
o The purpose of the Suburban Residential classification is to establish housing opportunities for people
who desire moderately dense subdivision living.
o The purpose of the Parks and Recreation classification is to identify conservation areas, and to establish
open space areas for private and public parks and recreation.
o The Parks and Recreation classification is considered a Best Fit next to any land use classification.
• Additional Analysis:
o Petitioner for this rezone request is the Woodland Country Club who owns and operates the surrounding
golf course and additional recreational facilities including a pool, tennis courts, bocce ball courts, and a
fitness facility.
o They would like to rezone these 2 lots so that it matches the rest of the golf course property and they can
use the lots for country club purposes.
o A golf course and country club are permitted uses in the P-1 District, but they are not permitted in the
current R-1 District, except by special use approval.
o There is a maximum 35% lot coverage, 40 ft. front yard setback, and 20 ft. side yard setback with an
aggregate of 50 ft. for the P-1 District.
o In the future, the petitioner may also have to replat the lots into one or combine them with the larger golf
course parcel if they wish to build something across the lot lines.
o Currently the petitioner does not have plans for how they will develop the property, but they may use it
for a parking lot.
o Any future improvements will need to be reviewed by the Carmel Technical Advisory Committee.
Negotiations with Petitioner during Plan Commission process
• Petitioner committed to the following:
o A landscape buffer will be installed along the road if a parking lot is constructed.
o Nothing above a 1 story building will be built.
Concerns discussed by the Plan Commission
• The Plan Commission was interested in what the future plans were for the site.
• DOCS received 2 letters from neighbors who were concerned about their view of the parcels and would like it to
remain green space.
• The Plan Commission wanted to see landscaping that could buffer the view if the lots become parking.
• There was also concern with potential lighting from a parking lot, and the height of a future building.
DOCS Staff found that the proposed rezone meets the Comprehensive Plan and is a best fit next to the surrounding
residential and golf club uses. We recommended that the Plan Commission forward this item to City Council with a
Favorable Recommendation. They voted, 6-1 to send it with a Favorable recommendation to City Council with the 2
commitments mentioned above.
