It is our understanding that during the vote that occurred on May 17, 2022, there was a misunderstanding as to the procedural rules related to the petition and the petitioner’s ability to return to the Plan Commission the following month to present finalized revisions to the pending request based on discussions that occurred at the May 17th meeting. Governor Joe McGuinness, Commissiorhm 2/18/2022 Brad Grabow President City of Carmel Plan Commission Carmel City Hall 1 Civic Square Carmel, Indiana 46032 RE: Indiana Department of Transportation Support for contingent Traffic Signal Installation - Bennett Parkway REI Real Estate Services Dear Mr. Grabow: The Indiana Department of Transportation understands that REI Real Estate Services is pursuing redevelopment of the parcel directly across from Bennett Parkway. INDOT received a requestto permit a major commercial driveway on the east side of US 421 across from Bennett Parkway. Based on the traffic analysis supplied by the developer, this new development should generate enough traffic to warrant a traffic signal at full -build out. it is our understanding that the developer would like to install this driveway immediately to provide access for clients that are ready to develop. REI Real Estate Services will have to design the traffic signal improvements in accordance with the Indiana Design Manual, coordinate with the City of Carmel and INDOT for any signal -based agreements, such as emergency vehicle preemption and/or decorative features, and obtain an encroachment permit for the improvements. The proposed traffic signal installation on US 421 will better serve our citizens by providing right-of-way access for the demand generated by this development and mitigates potential mobility and safety issues that would arise with a stop - controlled intersection.
