HomeMy WebLinkAboutS-43 Raise in Sewer RatesCITY OF CARMEL, INDIANA An Ordinance to amend Sections 5.6 and 5.13 of Ordi- nance No. S-40, adopted August 10, 1981, pertaining to regulating the connection to and use of public and private sewers and drains, the installation and connection o~i building sewers, and the discharge of waters and wastes into the sewerage system of the City of Carmel, Indiana, providing for the registra- tion of and the metering of private wells, providing penalties for violations thereof and other matters pertaining thereto and providing for the establish- ing of sewer charges, surcharges and fees for the use and service of the sewerage works. WHEREAS, the City of Carmel has determined that it is nec- essary to construct improvements to its municipal sewage works and tO issue revenue bonds to pay part of the costs thereof over and above funds available from federal and state grants and funds on hand; and WHEREAS, H. J. Umbaugh & Associates, Certified Public Accountants and rate consultants retained by the City have advised that an increase in the rates and charges will be neces- sary to sell such bonds; and WHEREAS, the Board of Public Works and Safety has requested this Council to authorize an increase in the sewage works rates and charges as recommended by the City's rate consultants; now, therefore BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA: Section 1. Sections 5.6 and 5..13 of Ordinance No. S-40 water, and the quantity of water is measured by a single water meter, then in such case billing shall be for a single service in the manner set out elsewhere herein, except that the minimum bill per month shall not be less than the number of such units times $3.70. The Board may require that separate water meters be installed in any such case. 5.13 Sewer Charges 5.13.1 For the use and the service rendered by said sewerage works, volumetric sewer charges shall be payable as hereinafter provided and shall be in an amount determin- able as follows based upon the meter size installed in accordance with the following schedule: Monthly Base Charge Meter Size 5/8 - 3/4" $ 3.70 1" 7.55 1-1/4" 11.35 1-1/2" 16.00 2" 27.00 3" 60.00 4" 106.00 6" 236.00 of Plus a flow charge for each 1,000 gallons per month S2.09 per 1,000 gallons. The flat monthly sewer charge for any user who is not a metered water user shall be $19.00 per month. 5.13.2 The Board is empowered to determine rates, charges and fees for septic tank, industrial wastes, and other disposable wastewater and wastes delivered to the wastewater treatment plant, as provided in Section 4.6 and to collect such charges and fees. 5.13.3 The Board is empowered to determine and to Section 3.
