S-16 AN ORDINANCE AMENDING ORDINANCE NO, ESTABLISHING NEW INDIVIDUAL SEWER CONNECTION COSTS INSIDE THE TOWN OF CARMEL BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF CARMEL, INDIANA: Sec. I: Section four (4) (b) of Ordinance No. S=3 of the Town of Carmel, Indiana be and the same is hereby deleted in it's entirety and. in it's pl~ce and stead the following Section Four (4) (b) is inserted: 4. (b) Where an individual connection is sought within 'the corporate limits of the Town of Carmel, the followin~ sewer asers, listed by.types of occupancy, shall pay a CONNECTION CHARGE based on an '"average user" factor of (1). The average or "equivalent" user connection cost for a single.` fa~nily residence is hereby initially fixed and established at One Hundred Dollars {$100.00),. The units listed below will presently pay for a connection cost based on the multlpllcatlon of the llsted decimal times $100.00. The equivalent user cost of $100 . 00 may, from time to time, be updated and changed by the Town. The cdhnection charges outlined hereinabove shall be collected by the Town of Carmel and deposited as follows: (a) Tb user service line inspection fec: $20.00 (b) Remainder to the Plant Expansion a~d Improvement Fund 4. If the owner of real estate who desires to connect with the -Town sewer system is located in undeveloped acre- age, then and in that event the addltlonal charge shall not be based on the above square £ootage calculatlon but shall be computed as follows: "Availabillty cost" - Three Hundred Twenty Five Dollars ($325.00) per acre of ' ground to be served ~)y the par- ticular connection to the Town interceptor and/or trunk sewer system. The Town of Carmel, in any event, will collect and receive the "Availability cost" no more than once for any parcel o£ land ~nd once paid .~hall not be due and payable agaln in the future. Likowlse. an owner of real estate currently under development will be exempt from payment of the "Availability charge" for the area. being served blt an interceptor which has been installed at his cost and for which he has not received reimbursement from the Town of Carmel. Thereafter the Town wilt collect the £ull amount of the rates and charges specified. Except for residential users, where a user has consumed metered water for a continuous 12 month period, the Town will review it's unit cost .set £orth in Section 4(b) (I) for the preceding 12 month metered period and will adjust the unit cost in accordance with actual usage, either upward or downward as the metered usage reflects, which adjustment will fix the unit cost for the · particular user and no £,~rther adjustment will therea£ter be made.
