HomeMy WebLinkAboutCCM-09-08-76 MII~UT~S 0F TEE CITY COUNCIL MEETING September 8, 1976 The regular meeti~ of the City Council was called to order at 7:32 RMby Mayor Pickett, who presided. The meeting was held on Wednesday due to Monday being a holiday, Labor I~y. Roll was called. Those present were Councilman Swift, Doane, Coots and Garretson. Councilman Reiman, bean and M~ach~m were not present. City Attorney and Clerk-Treasurer were preeent also. Councilman Meacham arrived at 7:40 P,M. Councilman Doane gave the invocation. Mayor Pickett led the pledge of allegiance. Councilm~ Swift moved to dispense with the readi~ of the minutes of the last meeting and approve them as received, Councilman Coots seconded it and it passed ur~uimously. TRAIQ~'~RFUNDS ORDINANCE: Mayor Pickett read proposed Ordinance #B-97, trans- ferriD~ funds within the General, Mayor, Bldg. Comm., Police, Fire and MVH budgets which were introduced at the last meeting. Councilman Coots moved for adoption of proposed ordinance, Couno~lm~ Doaneseconded it. Motion passed 4 - 1. Councilman Swift voting nay. ZONING ORDINANCE ~Z-14~: Mayor Pickett read proposed Ordinance ~9Z-149, an ordinance amending Ordinance %~Z-11, by deletion of section 17, whibh was introduced at the last meeting. Councilman Garretson moved for adoption of proposed Ordinance #~Z-149, Councilman Meachsm seconded it and it passed unanimously. COMMUNITY BEAUT~ICATION: Councilm~u G~rretson moved to add au item to the agenda, Councilman Coots seconded it and it passed unanimously. Councilman Ga~retson stated it had occurred to him how stark the Keystone Area looks and it is the heart of our City. He suggested possibly developi~ the median with shrubbery and trees. Councilman Garretson suggested to the Mayor our desires be made known to the State Highway Commission to see what could be do~e in applying for Federal funds. Mayor Pickett stated he would do so. Councilman Garretson also suggested the City exert leadership on restori~ downtown Carmel by possibly contacting the school of architecture at B~ll State and get them interested~in Carmel to see what could be done in terms of preserving and restoring the downtown area. Mayor Pickett stated he had talked to some people at the State Planning Agency in regard to City PL~ll beautification and perhaps this could be incorporated along with that. WM~D PATCH: Councilman Doane asked who was responsible for maintaini~ the little island by Ben's Island on highway 31. Bhe stated there was a weed patch that interferred with traffic sight. Mayor Pickett stated that was a state highway right-of-way. Councilm~n Swift stated that it had been mowed. CABLE TV: Councilman G~rretson asked if the Mayor had had any contact with the Cable TV people. Mayor stated he would be meeting with them within the next week and a~y councilmembers desiri~ to attend would be welcome to do so. Page 2 EASEMENT RELEASE: Councilman Doane asked when the easement release mentioned in the Board of Public Works minutes would be presented to the Council. Mr. Kern stated it would be prepared for the next meeting. ACREAGE ~'~S: Councilman G~rretson asked about the acreage fee ordinance. Mr. Kern stated ~hey had been running into a great many teckuical details. M~yor Pickett stated a meeting had been held with th~ developer group this afternoon and if the ordinance was enacted without gei~ in~o more detail on it the City would immediately be slapped with a restraining order. Councilman Garretson stated acreage fees are almost a black and white issue whereby whatever we decide on is not meant to favor one group or another but merely based on very expensive research the City has gene to. Mr. Ke~n stated it was possible the developers ~ould come up with some discriminations in it. Mayor Pickett stated he would get in contact with the Public Service Commission and discuss Some of the details with them. DONATION TO FIRE DEPT: Mayor Pickett stated a boat, motor and tra~ler, valued~t approximately $2,000.00 had been donated to the Fire Department by Joku Kirk. Couucilman G~rretson moved the Clerk-~reasurer prepare a letter of thanks expressing the gratitude of the Council and Mayor to Mr, Kirk for this donation and his interest in the community. Councilman Doane seconded it and it passed unanimously. Mayor Pickett stated he thought the City should come up with some kind of a public service award to give people who do meritorious service for the community.
