BOARD OF PI~BLIC WORKS MEETING
September l~, 1976
The reg~_lar meeti~ of the Board of Public Works was called to order at 1:35 PM
by Mayor Pickett, who presided. All members were present.
Mr. Kern moved to dispense with the reading of the minutes of the last regula~
meeting and approve them as received, Mr. Hohl seconded it ~ud it past unanimously.
SEWAGE HAULING CONTRACT: Utilities Man~ger, Jim Dougherty, stated Westfield
Apartments had changed ownership and he would suggest signing a new contract for
sewage haulin~ with the new owners. Mr. Kern moved to execute the contract with
the new proprietor, Mr. Hohl seconded it and it passed un~imously.
HARROWGATE LIFT STATION REPAIR: Mr. Do~gherty stated the Ha~rowgate Lift Station
is an old lift station and we have experienced the last few years, an ~nnual
repair cost of around $~00 a pump, and he would recon~nend, since one of the pumps
was broken down ~in, to replace it with a new pump at an estimated cost of
$2,~00.00. Mr. Kern moved to authorize replacement of one pump at a cost not to
exceed $2,?00.00, not includio~ labor. Mr. Hohl seconded it and it passed
unanimously.
TEI~TERING AT BR00KSHIRE PLA~T: Utilities ~r stated the just completed
expansion of the Brookshire Plant included well #? and #8 which are located at
the Jr. Hig~ School. The control to turn those wells off and on and alarm
functions were a portion of that contract with the exception, for some reason,
an alarm that would tell us if the line failed between the wells and the plant.
Mr. Dougherty stated we had had some problems and had talked with Honeywell who
could add that feature at an estimated cost of $375.00. Mr. Kern moved for the
addition of the new line, Mr. Hohl seconded it and it passed unanimously.
THORNHURST A_~QNEXATION: Mr. Kern stated we were involved in a lawsuit of which
Thornhurst was the one annexation which was involved in one annexation ordinance
alo~with another development. The other development has already been added to
the City because there was no remonstrance. There was remonstrance with Thorn-
hurst. Mr. Kern stated we are not in the position of adding proper facilities
and it is doubtful our ordinance was correct in havi~ two different subdivisions
brought in on the same ordinance and in the event the City wishes to bring
Thornhurst into the City at a later time he would think that would be the proper
way to do it rather than continue with the lawsuit. Mr. Kern then moved to enter
into stipulation of di~mlssal in Cause ~S72-~27 which does concern bri~ing
Thornhurst into the City of Carmel. If the Council wishes to bring it in at a
later time they should just start all over with a new approach, Mr. Hohl seconded
it and it passed un~uimously.
AG~NT WITH FISHERS-REGIONAL SEWER PROJECT: Mr. Kern moved to sign agreement
with Fishers which simply has to do with proceeding with the program on sewer
development between Carmel, Fishers and Westfield. Mr. Hohl seconded it and it
passed~animously.
CLAIMS: Mr. Kern moved to approve claims #~80 thr~ ~8~0 totali~ $908,918.56.
Mr. Hohl seconded it and it passed unanimously.

BOND RELEASES: Mr. Hohl moved to release bond for Signs, $150.00 - Joseph S. Dawson,
Cool Creek North, Sec. 4 and Sidewalks, $500.00 - Schutz & Thompson, Eden Forest.

There being no further business the meetim~was adjourned at 2:20 PM.
