HomeMy WebLinkAboutBPW-07-27-76MINUTES OF 'ITL~ BOARD OF PUBLIC W0~KS August 27, 1976 The ~egula~ meeting of the Board of Public Works was c~lled to order at 3:10 PM by Mayor Albert Pickett, who presided. All members were present. Mr. Kern moved to dispense with the reading of the minutes and approve them as received. Mr. Hohl seconded it end it p~ssed unanimously. RELEASE OF EAS~2~NT: Mr. Hohl presented proposed release of easement for Edward end Jane Wheeler, Lot 19-Eden Glen Subdivision. Mr. Kern stated that he was of the opinion the City Council was the only one who could release an easement and instructed Mr. Hohl to have the Wheeler's attorney prepare a release to be approved by the City Council and approved by the Mayor. SANITARY SEWER CONNECTIONS: Mr. Hohl moved the Board of Public Works authorize "The Corner" project at ll6th and Raugeline Road and Woodlend offices east of the Mobil Service Station on south side of ll6th St. permission to extend and connect to the public sewer subject to their signing au agreement that they will not remonstrate against annexation end further that "The Corner" be given permission to extend the water main to their property in accordance with the master plan currently in effect. Mr. Kern seconded it and it passed unanimously. Ra~'uNDS DUE UNDER SEWER ORDINANCE ~S-17: Mr. Hohl stated the sewer connection charges on anything other ths~u residential chsrges, estimates are based on sewer ordinance. He presented a list of overpayments and underpayments to be billed and paid. He stated this was merely for information only. No action was needed. PUBLIC SERVICE STk~t~l' LIGRTS: Mayor Pickett read a letter frem Public Service of Indiana proposing to change the street lighting on M~in St. east and west end Rangeline north and south to Sodium Vapor lighting and adding additional lights on West Main. There would be some increase in ldghts fzom Smokey Ro~ Road north to the point. The letter listed difference in cost and specific locations. The difference in price on a monthly basis is $110.22. Mayor Pickett stated Public Service had invited the Board of Public Works to Plainfield to see a demenstration possibly mext week. Mayor Pickett stated he would combine the trip with a tour of the police academy with Police Chief Barney. ROLLING AC}ES LIGHT: Mayor Piekett stated that one of the residents in Rolling Acres, Mr. Arrowsmith, was protesting the location of a street light. Mayor Pickett stated he had gone out with Public Service to look at it and felt the complaint was not justified. Mayor Pickett suggested the Board of Public Works review it some evening. ~RACTION RIGH~-C~-WAY: Mr. Kern moved that the City gratuitously allow Delello Electric Co. to use that City property for parking, S.E. conner of 1st Ave.,SW and 3rd St. SW, discussed at last meetiD~, upon the condition that the company's attorney prepare an agreement acceptable by the Board of Public Works to the effect his use of that land does not effect any of the rights of the City to the ownership of that land and that the City may reclaim the land at any time and would owe nothiD~ to the Compauy for any improvements which the Cempany may authorize ~nd further that if the City so desires, that the Cempany would have to remove the improvements at that Company's expense. Mr. Hohl seconded it. Fire Chief Swails asked if the property lines were defined there, inasmuch as he lived adjoining the property. City Engineer stated he thought they were fairly well defined. Mr. Kern stated he thought it would be a good idea to cha~ge rent. Mayor moved to table the item for further investigation, Mr. Kern seconded it and it passed 2 ayes I nay. Mr. Hohl ~oting nay. Page 2 VALVE PROBL~M DOWNTOWN: Mr. Hohl stated water had been shut off ocassionally in the northeast part of the old downtow~ area and would hmve on additional dates. Mr. Hohl stated we have had a problem for four years that we Dad been trying to straighten out the mapping. Mains that are not mapped at all-some that are mapped. There are some areas that he hasn't figured out how to ~hut the water off. One of the valves that was shut off was broken and couldn't be turned on. Some others were leaking. Mr. Hohl stated we needed to add 2-6 new valves. PVC SEWER PIPE: Mr. Hohl stated he would like to put on record that he was studying PVC Sewer Pipe in the system end checking specifications available. He stated he would be reporting soon on a recommendation on a necessary ordinauce amending specific materials in pipes. FIRE DEPAR~M~AIT: Fire Chief Swalls presented proposed rules and regulations which had been presented and approved at an earlier meeting for the Board's signature.
