HomeMy WebLinkAboutBPW-07-27-76 MINUTES OF THE BOARD OF PUBLIC WORKS July 27, 1976 The regula~r meeting of the Board of Public Works was called to order at 3:10 pm by Mayo~ Albert Pickett, who presided. All members and Clerk-Treasurer were Bid 0penin~ L~rnnwood Test Well: Bids for Lynnwood Test Well drilling were opened by City Attorney as follows: Peerless Electric Co. properly submitted - $10,974.00 Layne-Northern properly submitted - 11,224.00 Mr. Hohl moved to place the bids under advisement, Mr. Kern seconded it smd it passed unanimously. Minutes: Mr. Eern moved to dispense with the reading of the minutes of the last regular meeting and approve them as received, Mr. Hohl seconded it and it passed unanimously. Traction Ri~ht-of-Way: Mr. Robert Delello appeared before the Board to find out if there was ~uy way to buy or lease a part of the Inter Urban track right- of-way at the SE corner of 1st Ave. SW and 3rd St. SW. He wanted to gravel or black top it to eleviate the parking problem. Right-of-way is l~' 8" west of his building. Mayor Pickett stated it would have to be tabled until further information was obtained. L%¥cock: Alley: Mr. Hohl stated he had a request from Dr. Laycock to vacate part of the alley alongside his office. He wanted to black top it and use it as part of their parking area. Mr. Hohl stated the item had come up before and was very controversial. Mayor Pickett stated it would have to be tabled until we could find out exactly what he wanted. Jaycees: Road Block-Cancer Drive: Mayor Pickett read a letter he had received from the Carmel Jaycees requesting permission to place a road block 9 am - 3 pm August ?th or l~th, 1976 at the intersection of Range Line Rd. and Main St. for the purpose of collecting funds for their Cancer Drive. Mayor Pickett stated that last year as Building Commissioner, he had received numerous complaints against it. Mr. Kern stated that in view of the protests from people who don't like to be stopped in the street he would move that the Board of Public Works allow the roadblock but at the street corner in all directions from the road block a legible sign be placed advisin~ drivers of the roadblock and its purpose so that those people who don't wish to go through the roadblock could turn off if they wish. Mr. Hohl seconded it and it passed unanimously. Wilfor~ Law Suit Settlement: Mr. Kern stated that an Agreed Judgment of which the consultin~ engineer and himself worked out with Hsmilton Western utilities in their lawsuit against the City of Carmel was discussed at an informal meetin~ of the Board of Public Works held last Thursday, and attended by the Mayor, City Engineer, City Attorney, Consulti~ Engineer and Councilman Swift, and that everyone agreed that the Agreed Judgment with Hamilton Western was fair and equitable and should be entered into by the Board of Public Works. Pursuant to that, the Mayor and City Attorney signed the agreement and it has now been filed with the Court. page 2 7/27/76 Million Gallon Stors~e Taok: Mayor Pickett read a letter from William Ke~ns of American Aggregates stating the Board had established a purchase price of $20,000 for the 1.11 acres along Gray Road. They would be agreeable to this amount bei~ applied to future utility availability charges. Mayor Pickett also read correspondence from the Department of Natural Resources a~dressed to Steve Ub_rick of Clyde E. Williams & Associates regarding flood protection grade on the property stating it may be in the flood way amd might require a permit from the Natural Resource Commission. Mayor Pickett stated he would get baCk with Mr. Karns and Mr. Zinsmeister, who was going to get in touch with the Chairman of the Board. Mayor Pickett stated he had discussed it with Councilman Swift and stated Mr. Swift did not seem to be too disturbed about the price. Mr. Hohl stated that we would be setting a precedent for other Sites needed in the future. Water-Sewer Availability: Mr. Hohl moved the followin~ subdivisions be granted access to the water and sewer utilities in Carmel subject to them obtaining their SPC-15 construction permit from the State Board of Health: 1. Briar CoVe - E. ll6th St. 8 lots 2. Brookshire North - Section 4 70 lots 3. Cool Creek North - Section l0 37 lots 4. Hunters Quest - Commercial - E. Carmel Drive - Strip center Mr. Kern seconded it and it passed unanimously. Indi~.ua Bell Telephone Utility.A~reement: Mr. Hohl requested the Board to sign a utility ~g~reement with Indiana Bell Telephone Co. agreeing that utility facilities consisting of lines amd cables located at the improvement and signalization site of the intersection of Raageline Rd. and 126th St., as show~n on Plans-ISHC Project No. M-6023(2) be located within the highway right-of-way. Board signed the agreement. 126th Street Project: Mr. Hohl stated he had attended the bid letting of the 126th St. project. Bids were as follows: Avco Indiana Asphalt Paving Reith-Riley Const. Shumaker Bros. Tri-State Const. E~mineering estimate was $302,988.26. $248,492.04 253,558.70 249,586.40 243,020.50 287,995.93 Mr. Hohl stated work should start in 2-4 weeks. Parki~ Limit: Mr. Hohl moved to establish a one hour pa~king limit- between 1st Ave. SW&NW and the railroad tracks on W. Main St., pursuant to the ordinance giving the Board of Public Works authority to establish parking limits, Mr. Kern seconded it and it passed unanimously. ParkiD~ Problem duri~ Court Hours: Mayor Pickett stated he had been contacted by the lady who lives up the street just before you make the little jog in the street, on the east side of the street in the brick house, complainiD~ about people parking in front of her house and inasmuch as she does not have off-street parking, it does not leave a space for her to park. Board ~eed they could not ban certain people there, just limit parking time or declare no parking to everyone.
