CITY cOUNCIL MEETING
June 21, 1976
The regular meeting of the City Council was called to order ~t 7:35 p.m. by Mayor
Albert Pickett, who presided. All members smd Clerk-Treasurer were present. City
Attorney was not present.
Councilman Reiman gave the invocation, Mayor Pickett led the pledge of allegiance.
Councilman Swift moved to dispense with the reading of the minutes of the last regular
meeting and approve them as received, Councilman Coots seconded it and it passed
unanimously.
0RDTNANCE ~B-~4: TRANS,'ER FUNDS: Mayor Pickett read proposed Ordinance #B-94 transferring
funds within the Police, ~eneral and ~Wq{ budgets that was passed on first reading at the
June 7 meeting. Councilman Swift moved for adoption of Ordinance #B-94, Councilman
Reiman seconded it. Councilmau Dean asked if the ordinance could be split up and the
individual transfers voted on seperately. Councilman Coots stated it was his thought
that if the items were seperated~, each would constitute a seperate ordinance and would
require a unanimous consent to suspend the rules and vote on them this evening. Council-
man Dean stated he would not vote on it because it was in a "bundle". Re stated he
agreed with two out of three of them but sinc~ he had to take it as a whole, he would
abstain from votio~. Motion carried 4 ayes, 2 nays. Councilman Doane and Meacham
voting nay, Councilman Dean abstaining.
WATER SERVICE AREA: Mayor Pickett stated he was informed by the developer-builder
group that the report they are prepa~iD~ on the water service area, along with the
Indianapolis Water Co., is not ready at this time. Councilman Coots suggested a meeting
with the consulting engineering group, the developer group and the Water Co. Meeting
was set for Tuesday the 29th of June, 7:30 p.m. in the Mayors office.
WATER STORAGE TANK: Councilman Reiman asked about the status of the site for the water
storage tank. Mayor Pickett stated that they were preparing to take test borings at
the corner of 116th and Gray Road, N. E. corner. Councilm~u Swift asked if he was
thinkiD~ ~ terms of buying or leasing the site. Mayor Pickett stated probably buying it.
ICE SKADIUM BONDS: Mayor Pickett stated he had been in contact with representatives
from the Ice Skadium and had been informed they would not be ready for their presentation
to the Council for passage of an ordinance authorizing the City of Carmel to issue its
Economic Development Revenue Bond until next council meeting because they must hold a
public hearing before proceeding.
BI-CE~'±'~NNIAL FESTIVAL: Dottie Smith, Representative for the Bi-Centennial Commission,
appeared before the Council and presented a schedule of events for the Carmel Bi-Centennial
Festival July 3 and 4, ~and expressed a desire of haviD~ all the councilmembers present
during the festivities. Mrs. Smith stated they had asked for help on Saturday directim~
traffic in the 400 block of East Main Street during 8a.m.-10a.m. set up time for the
booths. Mrs. Smith stated help from the traffic control division of the police department
would probably be needed that evening also when they are unloading.
ORDINANCE ~B-~: Mayor Pickett read proposed ordinance ~B-95 transferring funds within
the street, fire and general budgets. Councilman Coots moved to suspend rules and
pass the ordinance tonight, Councilman Doane seconded it and it passed unauimously.
DADS CLUB LEASE: Mayor Pickett stated a representative of the Dads Club had been in and
said they were not ready at this time to act on a lease. They would probably be ready by

next Council meeting to present their proposal as to what they would like to do with the
seven acres of park land owned by the city.
CARMEL CLASSIC: Councilman Coots stated that on behalf of the Council, he would like
to thank Mr. Ga~retson for his time and efforts in making the Carmel Classic such a
success over the week-end and in bri~ing a favorable cormmunity and 25 state wide reactions
to the City of Carmel. ·
_QQOTS STAT~P2: Councilman Coots stated that it occurred to him and in discussion with
the Mayor after the report to the community by the Mayor appeared in the paper last
Wednesday~ that as elected officials, we owe the community and we owe one another as
people more thmu a continued personality conflict that developed into a complete state
of inactivity or inability to accomplish those thim~s that the City of Carmel has facing
it, including the water situation, the budget that is facing us for next year, the regior~l
wastewater treatment that we need to consider and so many things that we were unable to
get accomplished because of feelings that exist by some or all members of the Council mud
by some or all members of the Mayors staff, and that if we review these problems,'in
particular those mentioned by the Mayor in his report to the community, the bulk seemed to
center around a problem in communication with the City Attorney and or those types ~of things
that the City Attorney represented to the Council or to the citizens that he would under-
take. Mr. Coots stated that when the article came out, he had called the Mayor and told
him and he would recommend every member of the Council report to the Mayor that because
of the nature of the thi~s faci~ the Council and the City that now would be the best
time to bury that hatchet and agree to cooperate and work with one another leaving
personalties aside and how to resolve the problem that apparently revolves around the
inability to communicate properly with the City Attorney is something we should devote
attention to including the Mayor. Mr. Coots stated that he, for one, would like to
open up the line of conmmunication With the Mgyor, the City Attorney and with all members
of the Council so that we can get after those things that are presently causing us
substanial public embarrassment and substanial inactivity. Mayor Pickett state'he l
would like to make one statement and that was he agreed wholeheartedly on this and would
like to clarify one situation and that is the City Attorney does not act on his own, but
takes orders from the Mayor as to what his functions are.
SHUTZ &THOMPSON RE-~0NE: Mrs. Robert Squier, 1315 Lawrence Drive, appeared'before the
Council and stated that she understood the Shutz and Thompson re-zone request for 126th
Street would be before the Council tonight. Mayor Pickett said the petitioner had not
asked that it be placed on the agenda.
SALARY ORDINANCE: Councilman Swift stated that in just four weeks the Council would have
to pass a salary ordinance for 1977 and suggested a meeting of the budget committee and
the M~yor be arranged. Meeti~ was set for Thursday, June 2~ at 7:30 p.m. in the Mayors
office.
There being no further business, the meetin~ was adjourned at 8:15 p.m.
