April 26, 1976
A special meeting of the City Council of the City of Carmel
was called by Mayor A1 Pickett for April 26, 1976. The meeting
was commenced by Mayor Pickett at 7:30 p.m. with the following
councilmen present: Fred Swift, Minnie Doane, Stan Meacham,
Walter Dean, Jane Reiman and Dave Coots.
Mayor Pickett stated the purpose of the meeting was to con-
sider an application to the State Planning Services Agency for
"701 funds" to provide for a comprehensive planning assistance
program. Dave Coots moved and Fred Swift seconded a motion to
submit an application to the State Planning Services Agency for
"701 funds" to retain professional assistance in; (1) establish-
ing written procedures on organization and guidelines for operat-
ing its respective departments under the newly initiated form of
government; (2) providing the mayor, city council and department
heads of the city with methods and means to improve current opera-
tions, and to establish means for planning for future needs; (3)
determining and presenting various alternatives which are available
for planning and developing a city form of government. Such alter-
natives will entail methods of financing, park and recreation facili-
ties, capital construction, types of legislation required to meet
the needs of the city, and to provide general data and research nec-
essary for policy decisions at the council and mayor levels. The
motion passed unanimously.
Fred Swift then moved the adoption of Resolution 4-26-76-1.
Walter Dean seconded the motion and it passed unanimously.
There being no further business before the City Council, the
special meeting was adjourned at 8:40 p.m.
