HomeMy WebLinkAboutCCM-11-07-77 MINUTES OF THE CITY COUNCIL MEETING November 7, 1977 The meeting of the City Council was called to order at 7:30 PM byM~yor Pickett, who presided. All members and City Attorney were present. Mayor Pickett called for a moment of silence in memory of departed Councilmember, Walter Dean. Councilwoman Doaue gave the invocation. M~yor Pickett led the pledge of allegiance. CouncilmauMeachammoved to dispense with the reading of the minutes and approve them as received, Councilman Swift seconded it and it passed unanimously. EULOGY ~0R COUNCILMAN DEAN: Councilman Garretson read eulogy for Councilman Dean as attached to the minutes. Counciln~an Swift moved that the eulogy be entered in record and a copy be fowarded to Mrs Dean, Councilman Coots seconded it and it passed unanimously. AMBULANCE CERTIFICATION: Fire Chief Swails presented the certification for the ambulance service he had received to the Council for their perusal. The Council congratulated him. AGENDA IT~ #1: PUBLIC HEARING - SPECIAL APPROPRIATION: Mayor Pickett opened properly advertised public hearing and read proposed Ordinance D-136 transferring funds from the General account to the Clerk-Treasurer budget account ~2~1 for codification of ordinances. There were no comments from the public. Councilman Swift moved for adoption of proposed Ordinance #D-136, Councilwoman Doane seconded it. Councilman Garretson moved to suspend the rules and act on the ordinance tonight, Councilman Meacham seconded it and it passed unanimously. Motion to adopt passed ur~animously. AGENDA ITEM ~2: 1~78 UTILITY BUDGETS: ORDINANCES: Councilman Garretson stated the Council budget committee had met and reviewed the budgets and after a few minor chan~es had incorporated the figures into ordinance form. Mayor Pickett read proposed Ordinance #D-137 authorizing expenditures from the water operating fund. Clerk-Treasurer pointed out overtime had been left out. Utilities Manager and City Engineer to submit a figure before next meeting. Councilman Garretson stated it is the Council's understanding that the proposed expenditures presented out of the depreciation account was not put into the ordinance and when the Board of Public Works was ready to spend money out of the account, they would bring more detailed presentations to the Council, who would then enact an ordinance for expenditures out of the depreciation fund. Councilman Garretson moved to introduce proposed Ordinance #D-137, Councilman Meacham seconded it. Mayor Pickett then read proposed Ordinance ~D-138, authorizing expenditures from the Sewage 0peratingFund. Councilman ~rretson moved to introduce proposed 0rdiance #D-138, Councilman Meacham seconded it. Proposed Ordinance #D-139, authorizing expenditures from the Sewage Depreciation Fund was read by Mayor Pickett. Councilman Garretson moved to introduce proposed Ordinance #D-139, Councilman Meacham seconded it. AGENDA ITEM#3: PRE-PAYMENTFOR SLUDGE ~RUDK: Utilities Manager stated the sludge truck which had been ordered had been delivered a little ahead of schedule. Request for payment for the truck had been m~de to E.P.A. E.P.A.had sent letters stating the truck was eligible for 75% federal funds and l~ state. funds; however, payment would not be made until after final inspection. This could take 4-6 weeks and he would like to be able to begin usi~ the truck now, Page 3 AGE~DA ITt~#10: COMMENTS FROM PUBLIC-IF ANY: Mayor Pickett stated as chairman of the Council, he would prefer not to have comments from the public on every agenda. If the public have items to bring before the Council they should call and place them on the agenda. Council agreed the Mayor could ask if anyone has any questions at the end of each meeting.
