HomeMy WebLinkAboutCCM-11-21-77 MINUTES OF '£~t~ CITY COUNCIL MEETING November 21, 1977 The regular meeting of the City Council was called to orderat 7:30PMbyMayor Pickett. All councilmembers except Councilman Coots who arrived at 7:5~ PM were present. City Attorney and Clerk-Treasurer were present also. Councilwoman Doane g~ve the invocation. Mayor Pickett led the pledge of allegiance. Mayor Pickett swore in Robert J. Horvath as councilmember replacing the late CouncilmauDean. Councilman Meacham read into the record for Councilman Horvath's benefit "A successful citizen politician must have varying degree of the following..." as attached to the minutes. Councilman Swift moved to approve the mimutes of the last regular meeting, Councilman Meacham seconded it and it passed unanimously. OLD BUSINESS: AGENDA ITEM#l: SECOND R~A~TNG - AMENDMENT TO 1~77-1~78 SALARY ORDINANCE: Councilman Garretson moved to adopt proposed Ordinance ~D-l~0, Councilman Swift seconded it and it passed unanimously. AGENDA IT~I~2: SECOND REkDING - UTILITY BUDGET ORDINANCES: Councilman G~rretson asked City E~ineer smd Utilities Manager for amounts of overtime requested at last meeting. No figures were available. Utilities Msmager and City Engineer to submit figures later for an amendment to the ordinance. Councilman Garretson moved to adopt proposed Ordinance #D-137 budgetiD~ the water operating fund, Councilman Meacham seconded it and it passed unanimously. Councilman Garretson moved to adopt proposed Ordinance ~D-138 budgeting the sewage operatim~ fund, Councilwoman Reiman seconded it and it passed unauimously. Councilman Garretson moved to adopt proposed Ordinance #D-139 budgeting the sewage depreciation fund, Councilwoman Doane seconded it and it passed unanimously. AGEII~A ITEM#3: COMMIT'i'M REPORT ON CITY COUNCIL COMMITT~S: Councilman Swift stated the committee to set up Council committees proposed the followiD~ committees and so moved for their approval; for remainder of 1977 and year 1978: I Budget, Finance and Personnel Clerk-Treasurer, Peggy Lou Smith, Chairman Councilman Fred Swift Councilwoman Minnie Doane Councilman Bob Horvath Utilities Manager, Jim Dongherty II Community Affairs, Utilities and Streets Councilwoman Jane Reiman, Chairman Councilman Dave Coots Councilman Bob Horvath Clerk-Treasurer, Peggy Lou Smith City Engineer, Fred Hohl Page 3 11/21/77 state recommends before traffic or speed ordin~aes. He stated he would look into it and brio~ a blank ordinance to be filled in. There being no further business the meeting was adjourned at 9: PM.
