CITY COUNCIL MEETING
November 30, 1977
The regular meeti~ of the City Council was called to order at 7:35 PM by
Mayor Pickett, who presided. All Councilmembers except Councilman Coots who
arrived at 7:~5 PM were present. City Attorney and Clerk-Treasurer were present
alSO ·
Councilwoman Doane gave the invocation. Mayor Pickett led the pledge of allegiance.
Councilman Meachammoved to approve the minutes of the last meeting as received,
Councilman Swift seconded it and it passed unanimously.
OLD BUSII~ESS:
AGENDA ITEM#l: GRAY ROAD SPUmeD LIMIT ORDINANCE: Mayor Pickett read letter from
Police Chief Gary Barney, who recommended the speed limit be 30 or 35 mph on
Gray Rd. City Attorney stated there is a state law and a city ordinance which
stated all areas in city are 30 mph. If the Council wants to vary the speed limit
from what the state recommends they have to follow procedure outlined in Indiana
Highway Manual. Mr. Fran 0verstreet, ~?19 Brookshire parkway, Mr. A1 Johnson,
12110 N. Gray Rd., Mrs. Joyce Patten, E. Gray Rd., Mr. Thomas McIver, 12028 N.
Gray Rd., were present and stated they felt the speed limit shoutd~be 30 mph.
Mr. Richard Feldt, 12035 Somerset Way~ E. stated he fmlt it should be 30 mph and
would also recommend adding another sign on 126th Street between Gray Rd and the
entrance to Brookshire indicating the 30 mph spBed limit. City Engineer presented
a report recommending ~5 mph on Gray Rd. Councilman Garretson moved that the
Council affirm its intent to comply with state law and post Gray Rd between ll6th
and 126th Street at 30 mph as soon as possible, Councilman Meacham seconded it
and it passed unanimously. Mr. Richard Feldt stated the Brookshire Homeowners
would like a 3-way stop sign at the north intersection of Somerset Way E and
Brookshire Parkway. Councilman Garretsgn requested the City Attorney prepare an
ordinance for this intersection and the City Engineer to file a report with the
Council by the next meeting. Councilman Swift asked if a stop sign could be
posted where Medical Drive opens out on Rangeline Rd. City Engineer stated that
street had not been accepted by the City and di~-%'t know if we could post a sign
there. Mayor Pickett stated he would proceed to take action on requesting the
owner to ~rect a sign.
AGENDA ITEM#2: OVERTIME FOR UTILITY BUDGETS: Recommendations from the City
ED~ineer and the Utilities M~nager on amounts of overtime to be placed in the
1978 Utility budgets were presented to the Council. Councilman Garretson suggested
the recommendations be referred to the budget committee for a recommendation at
the next meeting for an amendment to the utility budget ordinance. Mr. Kern
suggested the committee also review placing $1-$2,000 for miscellaneous legal
expenses for some cases he needed to venue outlin the utility budgets.
AGENDA IT~4#3: CITY CARMEL CHRISTMAS LIGHTS: Councilwoman Doane stated a
meetiD~ had been held at the Chamber of Commerce office with Dottie Smith,
Bob Thompson, George Burrell, Councilwomen Reiman and Doane. This committee
solicited donations from downtown merchants and individuals for the cost of
Christmas lighting for the downtown area. With the $500.00 from the Mayor's
budget, they now had enough money to decorate about 2~ street light poles with
Christmas decorations. The decorations would be leased from a Terre Haute firm,
who would put them up December 9th or 10th.

Reiman stated she had discussed paintio~ 1977 State Champs on the water tower with
the City Engineer. He had indicated the water tower was to be painted soon and
recommended we wait until that was done. Councilwom~u Reiman stated this had
been discussed months ago and felt we should follow t~zrough as soon as possible.
Council agreed we should just paint 1977 State Champs so all winners would be
included. Mr. Hohl to investigate the cost of getting it done.
AGENDA IT~: BRIAR CR~ SEWER REBATE: Utilities Mamager stated the personnel
had manually figured the Briar Creek rebates and had come up with $~,130.00 for
l~l customers. He suggested issuing checks rather than a credit for a better
record. Councilman Swift moved that we concur with the Utilities Manager's
recommendation, Councilwoman Doane s~conded it and it passed unanimously.
NEW BUSIiIESS:
AGENDA ITEM#l: PROPOSED 0RDINANCE~-122 TRANSFk~RTNGFUNDS W-~T~TNTHEFIREAND
PLAN COMMISSION BUDGETS: Mayor Pickett read proposed Ordinance ~B-122 transferring
funds within the fire and plan commission budgets. Counciln~an Meacham moved to
adopt proposed Ordinance ~B-122, Councilwoman Doane seconded it. Councilman
Garretson moved to suspend the rules, Councilman Coots seconded it and it passed
unanimously. Motion to adopt passed unanimously.
Councilman Coots stated that inasmuch as the year was nearing an end, the Council
should be considering various appointments comi~ up. Council agreed to refer
this item to the Community Affairs Committee of the Council for a recommendation
at next meeting.
There being no further business the meeting was adjourned at 8:35 PM.
