CITY COUNCIL MEETING
October 17, 1977
The regular meeting of the City Council was called to order at 7:30 p.m. by Mayor
Pickett, who presided. All members and City Attorney were present.
Councilwoman Doane gave the invocation. Mayor Pickett led the pledge of allegiance.
Councilman Swift moved to dispense with the reading of the minutes and approve them
as received, Councilwoman Reiman seconded it and it passed unanimously.
OLD BUSINESS:
AGENDA IT~2~l: SUMMER SEWER RATES: Utilities Manager stated he had received infor-
mation today from the computer regurding summer sewer rates, however, when it was
checked it was found to be in error, so their figure of $58,894.00 could not be
depended upon. Mr. Ed Guntz, of McCullough & Associates, recommended the City
exercise caution in re-bating large amounts of money until they could analyze the
utility more closely. Councilman Garretson moved this item be tabled, Councilwoman
Reiman seconded it and it passed unanimously.
AGENDA ITU ~2: UTILITY BUDGET-l~78: Mr. Ed Guntz, of McCullough & Associates,
presented a proposed 1978 water utility budget for the Council's perusal. He dis-
cussed it with the council and answered their questions. Councilman Garretson stated
the budget committee, which is comprised of himself, Councilman Coots and Councilman
Meacham, with the Clerk-Treasurer as ex-officio member, will meet Monday, October 24
at 7:30 p.m. in the Mayor's office, to go over the budget in mere detail. Mr. Guntz
stated they hoped to have the sewer utility budget prepared soon.
AGENDA IT~: SECOND READING-FIDELITY ANNEXATION: Mr. Lee Klotz, City Planner,
presented a report to the Council regarding proposed ordinance C-59 annexing
Fidelity B~_k, which was introduced at last meeting. Copy attached to original
minutes. Mr. Klotz stated Fidelity proposal was for the most part a sound bne.
Councilman Meacham moved to adopt proposed ordinance, Councilwoman Doane seconded
it and it passed 6-1. Councilman Dean votio~nay.
Meeting was adjourned at 8:58 p.m.
Meeting was re-convened at 9:05 p.m.
NEW BUSINESS:
A~k~DA ITEM ~1: PUBLIC HEARING: PROPOSED ORDINANCE D-I~t USING REVENUE SHA1AINGFUNDS:
Mayor Pickett opened p~blic hearing on use of revenue shariD~ funds. There were
no comments from the public. Councilman Garretson moved for adoption of proposed
ordinance #D-133, Councilman Coots seconded it and it passed unanimously.
AGENDA IT~2: CODI~ICATION OF CITY ORDINANCES: Clerk-Treasurer stated she had
sent information regarding proposed contract with a company to codify all city
ordinanoes except zoning and annexation ordinances, as a follow-up to the Council's
request September 19. She stated if we are going to have them codified, we should
contract with them for an up4ating service. She had contacted two firms (1) David
Keyser Service who quoted $4,900.00 and (2) Anderson Publishing Company who quoted
a range of $4,950.00 to $6,000.00. She recommended acceptiD~David Keyser Service.
Proposed Ordinance #B-119 had been prepared transferring funds within her budget for
one-half the cost of the contract which would be due upon submission of a rough draft
of the ordinances by the company. The proposed contract stated the second half would
be due upon completion, subject to appropriation of funds by the City. Mayor Pickett
stated he thought perhaps the Board of Public Works might have to act on this contract

INTERSECTION TRAFFIC COMMIT'i'm: Councilwoman Doane stated she was going to be gone
for two weeks and felt Councilman Dean should be on the committee, so if he would
accept the appointment, she thought the Mayor should replace her with Councilmmu Dean.
MEETING DATE CHANGED: Councilman Swift moved to re-set the December 5 Council meeting
to November 30, Councilman Garretson seconded it and it passed unanimously.
There being no further business, the meeting was adjourned at 10:32 p.m.
