HomeMy WebLinkAboutCCM-09-21-77 MINUTES 0~ THE SPECIAL CITY COUNCIL MEETING September 21, 1977 The special meeti~ of the City Council was called to order at 7:32 PM by Mayor Pickett, who presided. All members except Councilmen Meacham and Deau were present. CouncilmauMeacham arrived at 7:34PM. OLD BUSINESS: AGENDA IT~2~ #'~¢ POLICE COMMISSIONERS: Councilman Coots stated to the Mayor that it was at his request that an item from the September 19th agenda be brought on the agenda for tonight's special meeting with reference to the status of the appointment of the new police commissioners following the August 1st resignation of the then police commissioners. He also stated that since the Mayor was not at the September 19th meetin~ the Council thought this item deserved some immediate attention therefore they'd like a report on that. Mayor Pickett said that the police commission meeting that took place last week was at the request of the Police Chief, who had some pending action that needed to be acted on. The Mayor said as far as new appointments are concerned, during the next few days there will be interviews with the poeple that are under consideration for police commissioner appointments. He also has policy m~tters he wants to discuss with these people and various other things and there should be a decision m~de within the week, very possibly by next Monday. Councilman Coots stated those persons who have previously been contacted- Mr. Hinshaw, Mr. Evans and Mr. Irvin were asked by the Mayor if they would serve, one of which may still be debating, Mr. Irvin. The Mayor said he had asked them if they were willi~ to serve. Councilman Coots indicated then that 2 had said yes and i did not indicate, the Mayor agreed. Co~uucilman Coots said then we can anticipate those persons bei~named on or before Monday assumi~ the policy matters can be worked out. The Mayor replied that he believes so if everything could be worked out with them. AID TO THE MAYOR: The Mayor stated that he believed the humane officer and crossing guard was approved the other night. He was told by the Ma~power people that these positions had to be filled this month or we lost these ~osi£ions. Co~uucilman Garretso$ stated.aid to the Mayor could not be discussed ~ ~s speclaz meeting since ~ was not on ~ne agenda. METRO DEVELOPMENT COMMISSION: Councilman Coots said he had an announcement to discuss. He said that today at the Metro Dev Commission attended by Miss Doane, Mrs. Reiman, himself and several members of the public, the matter of wideni~ Keystone to a six lane highway was brought before the Metro Der Comm~ for their vote of approval of the overall concept of the plan to do that. After some discussion and presentation by certain people from Carmel it was voted by that commission to remove widening Keystone to a six lane highway from that plan to be adopted today,pending further discussion with Carmel officials, residents and whether Keystone or Meridian is the more advantageous highway to contemplate widening to six lanes as population requirements dictate and ~lo~ with revampi~ an interchange of 465 and Keystone. Councilman Coots stated we are not presently within a plan that would require the development of Keystone into a six lane highway as an accomplished fact under MDC plan today. The Mayor said he wanted to clarify the situation that never at auy time has any Carmel official approved of widening Keystone Avenue. At the meeting last week only the concept of the plan was approved and Mayor Hudnut at that meeting before that vote was taken stated very explicitly that was not an approval of any item within the plan. He also stated that each item had to be acted on Page 2 9/21/77 individually and anything pertaining to Carmel's program had to be acted on by the City Council. Councilman Coots stated he felt the people at the MDC meeting got the message that we'd like some more time to have input into these things that directly affect our community. Councilm~n Swift asked if things were left in or taken out. Councilman Coots stated Rangeline was left in, Main St. was taken out aud Keystone was taken out. Mayor Pickett said that 126th St. was added after the public hearing here. Councilwoman Doane stated they also talked about looking further into 31. Councilwoman Reiman asked the Mayor if there was a right of way yet for 126th St. Mayor Pickett stated that we did not have one. Councilwoman Reiman asked if the City Engineer had been working on that and the Mayor said yes with the Techmical 0omm~ttee. The Mayor explained that all of our transportation projects here and all of our street work has to ge through the Regional Transportation Cmuncil in order to get any federal or state fundi~ and also through Indiaua Heartland.
